Mashpee Planning Board <br /> Minutes of Meeting <br /> November 20, 2019 at 7:00 p.m. <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> 16 Great Neck Road North <br /> Present: Chairman Mary Waygan, Vice Chairman Joe Cummings, Dennis Balzarini, Joseph Callahan, <br /> John(Jack)Phelan, Robert(Rob)Hansen (Alt.) <br /> Also: Evan Lehrer-Town Planner; Charles Rowley-Town Consultant Engineer <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit Meeting <br /> Room at Mashpee Town Hall by Chairman Waygan, at 7:00 p.m. on Wednesday,November 20, 2019. <br /> The Pledge of Allegiance was recited. A moment of silence was observed to honor fallen firefighter <br /> Lieutenant Jason Menard. <br /> APPROVAL OF MINUTES—November 6, 2019 <br /> There were no amendments to the minutes. <br /> MOTION: Mr. Balzarini made a motion to accept the minutes as presented. Mr. Callahan <br /> seconded the motion. 5 yes, I abstain <br /> The minutes of October 23 should be added to the next agenda. <br /> NEW BUSINESS <br /> The Cottages at New Seabury Phase I-Performance Bond Release-Mr. Rowley confirmed <br /> that he had completed a visual inspection but would need to follow up with Mr. Lehrer regarding the <br /> filed paperwork. Mr. Lehrer confirmed that he had paperwork for next time and the item would be <br /> added to the next agenda. <br /> Town Inspection Procedures-Mr. Rowley provided a draft Site Inspection Procedures for the <br /> Town of Mashpee to be considered by the Planning Board and Zoning Board of Appeals. The Chair <br /> had no additional comments regarding the document and invited other Board members to comment. <br /> Mr. Balzarini inquired about including bounding and it was clarified that it was listed under item <br /> number 5. Mr. Rowley summarized that standard procedures were not yet documented in Mashpee, <br /> and, in the future, could be useful for applicants and provide clarity to the Boards. Mr. Rowley noted <br /> the importance of consistency when conducting an inspection. The document could be accepted or <br /> adopted as a report. Mr. Rowley noted that he had not yet presented the document to the Board of <br /> Appeals because their process was different, but he would follow up with their Chair for consideration. <br /> Chairman Waygan recommended adopting the Site Inspection Procedures, rather than placing them <br /> within the Subdivision Regulations, citing it as a condition in approvals. Mr. Cummings inquired <br /> whether reference to the ZBA should remain in the document and Mr. Rowley confirmed that it could <br /> be removed. <br /> MOTION: Mr. Balzarini made a motion to adopt them as the Site Inspection Procedures for the <br /> Town of Mashpee Planning Board, striking out"and the Mashpee Board of Appeals." Mr. <br /> Cummings seconded the motion. All vote unanimously. <br /> 1 <br />
