SITE PLAN REVIEW MEETING MINUTES
OCTOBER 8, 2004
PRESENT: Pat White, Richard Stevens, Jim Marr, Sheldon Hamblin,
Catherine Laurent, Eric Smith.
Ronnie Warden arrived 11:00 a.m.
Opened 10:00 a.m.
111 Shore Drive
Map 117 parcel 335
Michael Trethewey, Owner
Engineers John Slavinski and Carl McDonald of Cape & Islands
Engineering presented plans for a 4-bedroom dwelling that is
currently under construction; the foundation is completed. This
dwelling replaces a duplex previously located on the property which
was demolished. The request before the Zoning Board is to build an
in-law apartment in the basement. Access is proposed directly to the
outside as well as internally through the principal dwelling unit
thereby providing the two egresses required. The in-law apartment
would be occupied by a relative. The smoke detectors for the
apartment and principal dwelling should be tied together so that any
alarm is sounded in both units. A building permit has been issued for
the principal dwelling. The size of the proposed apartment is less
than the maximum allowed by the Bylaw. The existing on-site septic
system is 2 years old. Virginia Landry of the Popponesset Design
Review Committee questioned the staircase being 4' from the line
where a 15' setback is required. The existing foundation is 15' from the
line. Richard Stevens stated that stairs are exempt from the setback
requirements. The legal notice for the ZBA hearing is incorrect and
will have to be readvertised, therefore, the hearing on October 13th
will be continued.
