r
y r
JUNE 11, 199'
TOWN ELMLL
'resent: Dennis Balzarinil., Toni Fdala
Meeting convened at :20 p.m.
NUMTES
Dennis made a motion to accept the minutes of May 14, 1997. Torn seconded the
motion. All members were in favor 2-
Torn attended an interesting conference `New Tools for Waste Water Systems"", The State is
moving towards allowing use of the revolving loan fund for small cluster systems. It used to be
only for large plants. with 0 interest loans, the total payments are half of what they would be
over 20 years with interest.
JI)ennts suggested choosing a target area in town to do a pilot. Worn agrees with that approach
but it will take time to pick an area.
If the town moves to require de-nitrifying systems for new developments, the Sewer
Commission can target a new development for de-nitrifying systems.
Bennis asked if there are any systems better than j t de-nitrification,, a system that deals with
virus or colifonn
Toni responded that viruses orgy move about 200 ft. in the soil before they die. Coliform dies
even quicker than that. If there was a system on a coastal bank that had a break out problem
(water coming out of the side of he bank) it could possibly still have cliforrn in i .
The biggest sources of bacteria in the river is road runoff.
Currently no one has yet put together a model of the Mashpee River watershed to show were all
the nitrogen is corning from, including biological sources. The Kv report emphasized leaf litter
as a source. The old bogs, with ditches, collect leaf litter and it flows into the river They are kept
open by Mosquito Control. The KV report suggested doing something to reduce leaf litter by
cutting back the tress along the bank and plant it with grasses. The report also suggested Ming
care of the road runoff.
The Waquoit study has taken 9 years, $4 million and in 2 gears they may have some answers.
Tom does not think Mashpee should wait that long before doing something.
George Heufelder,Barnstable County Health Dept. Thinks the de-nitrifyg systems.do work but
they are expensive. He does not want to tell people they have to use them if they can't prove
how well they work.
".Torn said tp just adopt a town wide bylaw requin'ng de-nitrifying systems is probably not a good
solution because each ernbayment has a load of nitrogen it can handle, each one has to be looked
