J <br /> Present: Tom Fudala,Dennis Balzafini TOWN 1 l K `r <br /> S <br /> Meeting convened at 7:10 p.m. f <br /> The Committee reviewed any conurnents or changes to the wastewater facilities element of the <br /> local comprehensive plan. <br /> 'tom said he is aiming for endorsements from the various Boards. The Board of Health had no <br /> quorum at their last meeting and did not yet vote to endorse it. After discussing any changes, he <br /> would life the Serer Commission to vote to endorse it tonight. <br /> At the last meeting, Dennis had suggested they add the purchase of open space to the policies. <br /> He would still like to see that added to this element. You can purchase a lot of land for the cost <br /> of a sewer system. <br /> Dens asked, if this plan(local comprehensive plan) is accepted, can we implement these <br /> policies? <br /> Tom said once toga meeting adapts the plan,then all the Boards should be consistent with the <br /> policies. <br /> Dennis asked about Dr. Howe Is concern about using de-nitrifying septic systems for seasonal <br /> use? <br /> Tom said George Heufelder has changed his mind on that, he has now said they will work. <br /> However, if the unit is seasonal, it is not cost effective to upgrade to a de-nitrifying system. We <br /> should concentrate on the year round houses. <br /> For the first phase of the study, described in this element, the Sewer Commission must put out <br /> an RFP,, and then bring those costs to May town meeting to ask for the funding. <br /> Dennis asked if we can require developers to contribute to a revolving fund,to fimd these <br /> studies? <br /> Torn does not think we can ask therm to pay to develop our plan, a plan of what we will want <br /> them to do. <br /> Chapter -Policies will be turned into regulations. The Sever Commission has not regulatory <br /> authority. <br /> Dennis made a notion that the Sewer Commission endorse this plan with the <br /> recommended change of open space acquisitions a means of protecting water <br /> quality, to be listed as policy#24 and other action in the 5 year and long range plan. <br /> Tom seconded the motion.
