w <br /> MASHY MASItPEE SEER CoMNUSSI N MEETING MP41UTES <br /> THURSDAY,APB 2, 1 - <br /> TOWN HALL <br /> Present: Dennis Balzarini, Brad Caffyn, Toni Fudala, John C llahane <br /> Duncan hod from Sanborn,,Head and Associates; Doug Storrs, John Rent, Buff Chase from <br /> Fields Point; Andy Gottlieb <br /> Meeting was called to order at 7:06 p.m. <br /> MINUTES <br /> S <br /> Dennis made a motion to accept the minutes of February 11, 1998. Brad seconded the <br /> mots on. All members were in favor - <br /> DISCUSSION WITH DUNCAN WOODIFIELDS POINT <br /> Duncan wood and Michael Quinlan of Sanbom,Head and Associates, consultants to Fields <br /> Point, were present to discuss wastewater options for the ton of Mashpee with the Severer <br /> Commission. He prepared a memo (attached) "wastewater Management Overview <br /> Conventional and Non-Conventional Alternatives'' for the Committee's review and discussion. <br /> Mr. wood began his presentation by stating that agreeing on implementation and a way to fund a <br /> wastewater management system and getting a town to support it is harder than the technical part <br /> f designing it. <br /> e discussed possibilities for structuring use of a remote discharge field, for plants which must <br /> discharge at a more preferable location. A Sewer District or Commission would own a <br /> discharge location and charge people to use it. <br /> e presented handouts of naps from the Earth Tech study of Nov. 1996, representative of re- <br /> charge areas. Torn said they have been updated since,they have done a new set of zone R maps. <br /> e also had handouts of nitrogen loading analysis for the proposed Mashpee Commons project. <br /> Doug Storrs, Buff Chase and John Rent jo 1 ned the meeting. <br /> Everyone then went through the memo section by section. <br /> Duncan used his experience of the year with other communities and what he already knows <br /> about Mashpee and developed this memo. <br /> History: his experience in wastewater planing. 1n the 19 `o's US EPA was sewering every town <br /> but soon discovered there was not enough money to do that. It then came down to a triage <br /> system. So toms with sandy soils, reasonably functioning septic systems and small populations <br /> were taken off the funding list. However there are other issues. Nitrate issue is the most difficult <br /> because septic systems do not do a good job removing nurates. This lead to tertiary treatment <br /> issues. <br />
