Page 2 top should be easy, not east. <br /> John made a motion to accept the minutes of August 12, 1998 at corrected. Tom <br /> seconded the motion. All members were in favor 2-0. <br /> Tom has been working on the RFP for the facilities plan but it is not complete yet. <br /> He learned from Town Counsel that the Sewer Commission does not have to go through the <br /> Selectmen to issue the RF . The Sewer Commission has the power to enter into contracts. <br /> However,the Selectmen have to put the article on town meeting warrant to appropriate the <br /> funding. <br /> Toni has asked Town Council to attend an upcoming Sewer Commission meeting to discuss <br /> financing mechanisms, fees, Sewer Commission authority. Torn will put in a request with the <br /> Executive Secretary to have Town.Council at the next Sewer Commission meeting. He will also <br /> prepare a list of question in advance so Town Council will be prepared to answer. <br /> RFP for wastewater Facilities Plan: Toni has put in a request with the Cape Cod Commission <br /> and DEP,for guidelines in prepan'ng the RFP but still has no response form either of then. He is <br /> waiting for that input before preparing the scope of services. The scope will be fairly broad; we <br /> are looking for cluster systems, on site management approach. <br /> The background studies are being dome now by fir. owes SeaMast. <br /> John asked if the pipeline for the effluent is another of our Focuses? Can a r mci ality do that <br /> take effluent from a n'vateplant? <br /> Tom said a municipality can do that but he doesn't think it mill be clone that way. The Sewer <br /> Comrmssion vn1l probably take over the plant. <br /> We will be asking the developers for extra plant capacity so we can tie in the schools,housing <br /> authority,police and fire, library, church. Torn would also like to see some of the condo projects <br /> around the Commons tied in. F <br /> Next Thursday there is a meeting at town hall at 10.-00 a.m. with Cape Cod Conunission staff <br /> and the t��omin big project: Mash Commons, T lani .and Koch Center to coordinate <br /> the various issues. Tom also invited Paul Axtell who represents Dr. Cannon who owns the <br /> commercial property at Deer Crossing. <br /> The ability to get different project to tie i together depends on it being a rnumcipal system. We <br /> still have a big sales job at town meeting for people to believe we're not just doing it for <br /> jo <br />
