u <br /> .r , MASHPEE SEWER COMMISSION MINUTES <br /> t <br /> MARCH 8. 1999 <br /> TOWN ALL <br /> Present: Toni.Fudala,Dennis Balzarini, John Cahalane,Dr. Brian Howes <br /> Meeting convened at 2:05 p.m. <br /> The Commission conducted a second round of interviews with SEA Consultants and Stearns and <br /> Wheler. Torn prepared a list of questions regarding their proposals and previously sent them to the <br /> firms so that they could respond at this interview. <br /> SEA CONSULTANTS <br /> I. Torn is still confused how SEA will develop the nitrogen loading calculations within the 160 <br /> planning zones accounting for seasonal fluctuations. <br /> The representatives from Normando responded. If the planning zone information is in digital form <br /> they can tabulate the loads for planing zones to be included in Dr. Howes" model. <br /> Torn asked where they will get the load information? <br /> They will use verified, land use based coefficients. They can be adjusted for information unique to <br /> Mashpee, including seasonality. <br /> Tom asked what they will apply the coefficients to' <br /> They will.be applied to town land use and Cape Cod Commission land use for adjacent towns. They <br /> will use best land use data available in digitized form. They use ARC view and ARC'View spatial <br /> analyst. Using 2 separate sets of tables is not a problem. <br /> Tom said the only land use map the town has in digital foam reflects the assessors designation land use <br /> codes as of 1994. It does not tell how many people live in a house. Large parcels not yet subdivided <br /> have to be accounted for as well as land which has been removed from development for open space. <br /> I ormando responded they will have to meet with Tom to discuss and incorporate the Town"s build out <br /> analysis. <br /> Worn only has that information in spreadsheet form, not digital.. The transfer has to be done by <br /> someone. Also the seasonal factors have to be accounted for. <br /> Nrmando thinks the two databases can be linked. <br /> Torn is nervous about this aspect of the proposal. <br /> If they adjust coefficients for seasonality, what size area will they use`? <br /> Normando said it depends on the land use. <br /> r. Howes said the crux of the issue is bow to introduce seasonality component. <br /> John suggested using assessors iforration, specifically personal property tax. <br /> r. Howes said water use records per dwelling that is on town water could be linked to this data base. <br /> That will generate flow data. <br /> Tom said it is critical to him that we get numbers right up front. From SEA's response, it seemed they <br /> don't understand why Tom is concerned about it. The point is for targeting tmpro ements,, choosing <br /> neighborhoods with the highest loads for improvement and ignoring the others. <br /> Nor ando said they will use spatial analysis to identify hot spots. They will know where the trouble is. <br /> Tom is concerned how they will know. He did not see much effort in that part of the proposal,there <br /> were few dollars allocated to that portion.of the proposal.. <br /> I <br /> k <br />
