their role in public outreach?
Judith Cavanaugh said the goal is to keep the stakeholders informed. The RFP outlined the public
meetings and reports for each phase. Her role is to support that effort. The Mashpee web site is
ex
cellet. the will look for vehicles that donut cost much. She also spoke with Pat 'ride at the
Chamber of Commerce. They could give her mailing labels for the Chamber and hopefully she could
get assessors or voters mailing labels. She talked with he community TV station who said we could
use their facility, which is free to use.
The amount of brochures and mailing which are done depends on what you want to see. She supplied
an example of a fact sheet she did for Cambridge.
Tom said he does not have a budget for mailings.
Judith said extra outreach can be as little or as expensive as you want it to be. She can get the project
out there and do it in a cost effective way.
She said this project excites her. She proposed doing something with the high school, a collaborative
effort with the science department to get the students involved and interested and then they talk about
it with their parents. The newspapers want to do feature stories and interviews.
. Tom asked about the effluent pipeline vs. spray irrigation. Flow much effluent can you get rid of
with spray irrigation?
SEA explained that Yarmouth is doing spray irrigation. The DEP now encourages it. The pipeline may
cost$7-8 million to get the effluent outside of the watershed but there are 2 golf courses within one
mile of the wastewater disposal system.. This also coincides with seasonality of the population_ The
benefit to the golf course owners is they don't have to purchase water or fertilizer. However, storage is
needed, lined ponds which are pumped out on demand. Everyone should be looking at the longer
view. Golf course irrigation wells will be one of the first to be eliminated when the basin yields is
exceeded.
Tom asked what happen in the winter?
That is what the lined storage ponds are used for.
. Tom said the Commission wants to see details on each phase. what will that consist op
Tom asked how they develop the cosh associated with the alternatives. That is why he wants to see the
level of planning.
Steve described the level of detail that will relate to various phases; how he envisions the level of
detail.
Phase 3: will look at an array of alternatives~. He envisions a giant matrix with 8 subwatersheds under
the 20 planing zones. They will group-planning zones into areas with similar characteristics and then
estimate the nitrogen load for each from a wastewater and non wastewater sources. They will then
provide information for both for future development.
Left side of the matrix will be nitrogen reduction alternatives including wastewater and non waste to
see which technology matches the needs.
This is the starting point for phase 4. Then they will develop evaluation methods and criteria and take
out 4 alternative scenarios.
He envisions several alternatives with a central theme, for example:
a. export out of the embayment
b. keep effluent in the sane embalmment but remove as much nitrogen as possible with advanced
technology.
C. focus on optimizing effluent re-use.
3
