TO: Board of Selectmen <br /> FROM: Andrew Gottlieb, Chairman <br /> RE: WW steps forward <br /> It is my thought that there are a series of votes the BOS should take to set the stage and <br /> articulate a clear direction .and then_ several votes to,place several articles on the spring warrant <br /> and the spring ballot. i <br /> Suggested BOS votes for discussion: <br /> Policy and direction <br /> .1. Vote to reaffirm support of the existing nitrogen management plan, as amended in the <br /> future from time to time <br /> 2. Vote to adopt a finance.plan (pending discussion on 12/9)that follows the needs of the <br /> nitrogen management plan <br /> 3. Vote to accept the recommendation of the Sewer Commission that the town adopt a o% <br /> betterment policy <br /> �. Vote that it is the policy of the BOS to use revenues from the capital stabilization fund, <br /> the local share of the short-term rental tax, WIIF and debt exclusions to fund th.e design <br /> engineering and capital costs of the project. <br /> 5. Vote that the Town will continue to investigate the viability of use of wastewater <br /> treatment-facilities at JBCC for at least Phase 2 of the nitrogen management plan for the <br /> Qu'ashnet watershed and any other areas'for which cost effective treatment capacity, <br /> becomes available <br /> 5. Vote to use contract services.to operate the system once operational <br /> 7. Set aside and use savings from,utility bills attributable.to the soon to be installed solar <br /> projects at the schools to fund contract service operator for wastewater and to <br /> otherwise defray costs of establ,'rshing the wastewater system, including but not limited <br /> to the purchase of grinder pumps for homeowners and need based assistance to defray <br /> sewer connection costs. <br /> l <br />
