6 <br /> Finance Committee <br /> Minutes <br /> November 21, 2019 <br /> Review of Budget Process, Trend Analysis, Turn-Backs & Schedule: <br /> Review of FY2021 Department Budget Requests: (continued) <br /> Town Manager Rodney C. Collins complimented his Finance Team for their dedication and <br /> professionalism as well as their conservativism and transparency in providing accurate budget <br /> figures which has placed the Town of Mashpee in an outstanding fiscal condition. Of <br /> importance is the maintenance of the AAA bond rating from Standard &Poor's. <br /> It was noted the Town of Mashpee has created a Facebook page to use social media as a tool to <br /> educate and to inform residents. <br /> The Finance Committee requested an updated version of the 10-year Long-term Fiscal Analysis <br /> for the Town of Mashpee. <br /> In preparation for the Budget Meetings members of the Finance Committee reviewed the Liaison <br /> Assignment List. <br /> Motion made by Mr. Miller to add the Department of Natural Resources (DNR) to Finance <br /> Committee member Gasior's liaison assignment. <br /> Motion seconded by Mr. Miller. <br /> VOTE: Unanimous. 6-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey,yes <br /> Mr. McCahill,yes Mr. Miller,yes Mr. Gasior,yes <br /> Opposed, none <br /> Proposal to Schedule an informative; Pre-Annual Town Meeting to review Articles: <br /> It was recommended the Finance Committee schedule a pre-annual Town Meeting for those who <br /> have created a petition article to promote increased communication and discussion. In <br /> considering this matter it was agreed the Town Cleric would be consulted regarding sponsorship. <br /> A special meeting may be more appropriate with a disinterested 3rd party such as the Chamber, <br /> Mashpee TV and/or local bank. <br /> Proposal to Schedule a non-binding;Non-Voting Tax Payer Annual Meeting: <br /> For informational purposes it was recommended a non-binding meeting be held for seasonal <br /> residents, non-voting property tax owners to allow for opportunities of response to issues facing <br /> the Town of Mashpee. The matter was tabled for additional information. <br />
