Mashpee Planning Board <br /> Minutes of Meeting <br /> December 18, 2019 at 7:00 p.m. <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> 16 Great Neck Road North <br /> Present: Chairman Mary Waygan, Dennis Balzarini, Joseph Callahan, John(Jack) Phelan <br /> Also: Evan Lehrer-Town Planner; Charles Rowley-Town Consultant Engineer <br /> Absent: Joe Cummings, Robert(Rob) Hansen(Alt.) <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br /> Meeting Room at Mashpee Town Hall by Chairman Waygan, at 7:00 p.m. on Wednesday, <br /> December 18, 2019. The Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES—December 4, 2019 <br /> The Chair and Board members had no amendments or comments to the minutes. <br /> MOTION: Mr. Balzarini made a motion to approve the minutes of December 01 as <br /> presented. Mr. Callahan seconded the motion. All voted unanimously. <br /> NEW BUSINESS <br /> Planning Budget FY 2021-Mr. Lehrer noted that he proposed moving $500 from the <br /> Planning Department to the Planning Board to increase the Board's budget for professional <br /> development, such as the One Cape Summit. Mr. Callahan inquired whether the budget <br /> balanced out and Mr. Lehrer confirmed that the budget stayed within the bottom line. The Chair <br /> inquired about Cape Cod Commission funds that could be used for planning the Local <br /> Comprehensive Plan. Mr. Lehrer confirmed that it would be a request from the Town Manager <br /> to the Commission. Although it was believed a vote was not necessary,the Board took a vote on <br /> the proposal. <br /> MOTION: Mr. Balzarini made a motion to approve and submit the proposed Planning <br /> Board budget. Mr. Phelan seconded the motion. All vote unanimously. <br /> The Chair stated that she would draft an Annual Report to be considered at the January 15 <br /> meeting. <br /> OLD BUSINESS <br /> Review and discussion regarding update of Local Comprehensive Plan-Mr. Balzarini <br /> began reviewing Transportation and expressed concern about the expense of necessary updates, <br /> suggesting a retrofit of the rotary, but include potential future projects. Mr. Balzarini noted that <br /> planning for transportation would be difficult without knowing Mashpee Commons' plans and <br /> the increased generation of traffic. Mr. Phelan agreed that half of the report had not been <br /> addressed. Mr. Balzarini cited the example at Route 151 and Donna's Lane where a turn should <br /> have been located. There was discussion also about upgrades to Route 151 to incorporate <br /> 1 <br />
