Taylor <br /> Meeting Called to Order by Chairman Gottlieb at 6:3 0 p.m. <br /> Mashpee Town Hall, waquoit Meeting Room <br /> APPOINTMENTS & HEARINGS <br /> Presentation and Discussion of Revised Sewer Pro'ect Scenarios <br /> Finance Director Dawn Thayer, Treasurer/Tax Collector Craig.Ma en: <br /> The Board of Selectmen met with Dawn Thayer, Finance Director'and Craig Mayen, Treasurer/Tax Collector <br /> to review the updated scenarios to fund wastewater. Mr. Mayen indicated that figures are comparable to the <br /> estimates presented to the Sewer Commission by J. Jefferson Gregg of GHD, project engineers. <br /> The Phase I Plan associated to the wastewater Treatment Facility at Site 4 adjacent to the Transfer Station is <br /> projected to cost $51.2 million for construction. The subsequent phases II and III although not.fully defined <br /> are projected to cost$100 m, collectively or$5 0 m. for each phase. <br /> The Financial Team in considering their projections utilized the assumptions submitted by the Town of <br /> Orleans. <br /> In Phase I of the project scope it is estimated the.average cost per homeowner is $153 per year using 0%loan <br /> forgiveness-in the projection. The average home value in FY19 is $474,810, The 0% loan forgiveness was <br /> recommended by the State when considering cost assumptions. Offsets to be further defined include <br /> forgiveness possibilities, the room occupancy tax,the Cape & Islands water Protection Fund, forgiveness and <br /> potential betterment offsets. In FY 19 the Room Occupancy Tax was $106,000. The Cape Chamber of <br /> Commerce has projected the Room occupancy Tax at$1-.140 m. The estimated offset at 75%�is $83.20 per <br /> taxpayer. . <br /> The Financial Team was requested.to identify the number of properties that are above and below the average <br /> home value of$474.8 10. <br /> In Phase I, II and III combined the average cost to the taxpayer without.forgiveness is $450.91 per year <br /> without inflation or other variables over a 40 year period. <br /> The estimates presented by the Financial Team are dependent upon the success of the Shellfish Remediation <br /> Program for nitrogen removal an investment of$1.5 M. yearly. <br />
