*DRAFT* BOARD OF SELECTMEN MINUTES 12-9-2019* 7 Board of Selectmen Minutes December 9, 2019 Public Comment: Comments were limited to wastewater only. Sewer Commissioner Tom Fudala indicated that currently the wastewater plan encompasses 5 phases. In between each phase there is an adaptive management review, the potential use of facilities at JBCC, and the dredging study. It is likely the Phase II approach to sewering would be different than it is now. Terrie Ronack applauded,the transparency of the informative meeting, and made a brief comment regarding the lack of transparency with the cell tower meetings. Ms. Ronack was advised to attend the Board of 'Selectmen meeting on Monday evening to further discuss her opinions regarding the matter of the cell tower. Sewer Commissioner Torn Lyons congratulated the Board of Selectmen in moving forward. The summation of the information presented sound financial planning and the impact, and average costs associated to the projects before the town was presented clearly and may in effect be less than average. Mr. Lyons stated this has taken many years of long term hard work-and it means we can now take a swing, take our base, and then loot{around to see if we can move to second. Mary Alexa a representative of the Mashpee Clean Waters formed in August noted there are now over 300 members participating in clean water conversations. The group is comprised of educated citizens who are empowered and concerned. There has been a lot of community interest and there is a level of concern as the problem continues to grow. Implications to not moving forward with sewering would clearly decrease the quality of life and the environment in Mashpee. It is difficult to place the economic cost into dollars and cents. Appreciation was giving to the Board of Selectmen in moving forward to protect the health of the Town, the budget and the families that reside in Mashpee. Mary Waygan also expressed appreciation to the Board of Selectmen for a constructive conversation. The. Finance Team.has brought forth a constructive tool and the State Revolving Fund (SRF) is a bonus for the growth management program. There are those who feel that sewering will give the Town more potential for development without proper infrastructure. Ms. Waygan indicated it is important to ask our citizens to sponsor and vote for this project as it's not to allow for new growth, but to deal with what the Town has.
