Minutes Mashpee Waterways Commission <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Date: 12/10/2019 <br /> Chairman Ken Bates convened the meeting at 9:00am in the Waquoit Meeting Room <br /> Attendees: Ken Bates, Don MacDonald, Gregg Fraser, Dick Noonan. Also present: Ashley <br /> Fisher, Jeff Smith and Rick York <br /> Minutes: <br /> The following minutes were approved as amended: the regular session of Tuesday November <br /> 10, 2019. Motion to approve made by Don MacDonald, seconded by Gregg Fraser. <br /> Unanimously approved by all those present. <br /> Appointments & Information Sessions: <br /> -At the November regular meeting Catherine Laurent had requested a recommendation on <br /> reversing the traffic flow at the refurbished Ockway Bay boat ramp parking lot to make it easier <br /> for the maneuvering of trailers. Although we had given a preliminary opinion to reverse the <br /> parking stripes Ken suggested we review and formally vote. After additional conversation about <br /> the possible adverse effect of forcing the trailers to exit the lot onto Great Neck Rd after <br /> launching and then reentering at the lower entrance, we decided to delay the vote until the <br /> January regular meeting. This is to give members time to visit the area and reassess. <br /> Communications &Correspondence: <br /> - Ken informed members that the letter he drafted on behalf of the Waterways Commission to <br /> the Monomoscoy Island Improvement Association, in response to their letter of concern about <br /> deteriorating water quality in their surrounding waters, was mailed to the Association. Ken had <br /> previously circulated the letter to Commission members. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff Smith reported that activity has slowed considerably. The Harbormaster's Office spent 4 <br /> hours on patrol during the month. They did not interact with any vessels and consequently <br /> issued no warnings or citations. <br /> - All 7 boats have been removed and winterized with the exception of Safeboat which remains <br /> in the water and fully mission capable. The 20' Caroline Skiff although out of the water and in <br /> the storage yard remains fully mission capable if needed. <br /> - Four Town owned and maintained aids to navigation were removed from Mashpee/Wakeby <br /> Pond <br /> - Jeff reported on the sinking of a vessel (Sea Rogue) in Waquoit Bay. It was reported by a <br /> Good Samaritan on 11/2. AHM Scirpoli responded and assisted owners in trying to pump <br /> out and refloat the vessel. This effort was unsuccessful. Over the next 14 days the owner <br /> attempted to refloat again with no success. On November 19th fuel was reported to be <br /> leaking from an unknown source. The USCG was contact and they "federalized" the incident <br /> and placed a boom around the vessel on 11/21. The vessel was refloated on 11/22 and <br /> removed from the water on 11/23 and remains at the Town Landing at Great Neck Road <br /> South. Federal control has been returned to the Mashpee Harbormaster's Office who will <br /> oversee final resolution. The owner will have 90 days to remove the boat. <br />
