6 <br /> Board of Selectmen <br /> Minutes <br /> December 9, 2019 <br /> Discussion and Approval of Wastewater Policy Positions: (continued) <br /> It was agreed the Board of Selectmen would invite the Water District to attend a joint meeting with the Board <br /> of Selectmen in January to further review this matter. <br /> Currently, the Town of Mashpee provides assessing and tax collection services for the Water District. The <br /> Water District was noted to be agreeable to provide the billing services for the Town as sewer bills are based <br /> on water bills. It was suggested the Board consider opening an account for a future district or for the <br /> proposed water/sewer district. In moving forward the following policy positions were considered to be <br /> further reviewed and acted upon at subsequent meetings; <br /> • To vote to reaffirm support of the existing nitrogen management plan <br /> • To adopt a finance plan that follows the needs of the nitrogen management plan <br /> • To accept the recommendation of the Sewer Commission to adopt a 0% betterment policy—HOLD <br /> • To vote it is the policy of the Board of Selectmen to use revenues from the capital stabilization fund, <br /> local share of the short term rental tax, WIIF and debt exclusions to fund the design engineering and <br /> capital costs of the project(Capital Expenditure Stabilization Fund; derives from Free Cash; 15%, <br /> fund is used for wastewater, affordable housing and transportation improvements) (75% of short term <br /> rental tax receipts; $106,000 was received this year, 6% in effect October 1" - *clarity regarding 6%) <br /> (WIIF 2%) <br /> • To continue to investigate the viability of JBCC for wastewater treatment facilities—General Meeting; <br /> Thursday <br /> • Use contracted services for operations/maintenance. Recommendation to select an operator before <br /> project completion, to be present with training. Town staff person with professional experience to <br /> oversee and coordinate the contracted firm and activities, Town Engineer <br /> • Utility savings from solar project to be considered in wastewater cost assumptions <br /> • Establish priorities of watershed areas, potential moratorium on development within priority areas <br /> • Accelerate infrastructure to balance environmental resources, Santuit Pond <br /> • Resolve the wastewater and fertilizer problem in tandem; Santuit Pond <br /> • Request plan from DNR/ConCom/BOH source control; dredging & sewering—January; <br /> Santuit Pond <br />
