*DRAFT* BOARD OF SELECTMEN MINUTES 1-27-2020 11 Board of Selectmen Minutes January 27, 2020 NEW BUSINESS Discussion and Approval of Mgy 2020 Town Meeting Articles and May Annual Town-Election Ballot Questions: The Board of Selectmen reviewed several wastewater articles proposed for funding at the May 2020 Annual Town Meeting and Annual Town Election Ballot. The options as discussed earlier were considered. After careful review, it was,agreed the Board of Selectmen would move forward with the recommendation of the Finance Team to support Option#1 in the amount of$2.4 million. In this option, the Town borrows the funds only as needed, avoiding the unnecessary obligation of funds. Motion made by Selectman Cotton to support the article proposed for Borrowing Authorization to complete the design of both the Wastewater Treatment Facility and Sewer Collection system for Phase I; Town Meeting Article and Ballot Question to authorize the Debt Exclusion. Motion seconded by Selectman O'Hara. VOTE: Unanimous, 5-0. Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Selectman Weeden,yes opposed, none In continuing their review of the proposed warrant articles, the proposed article and ballot question to reduce the CPA surcharge from 3%to 2%was considered. It was disclosed the Community Preservation Committee voted 9-0 to support the 1%reduction and the creation of the WIIF at 2%provided the WIIF at no more than 2%passes at Town Meeting. i Motion made by Selectman Cotton to approve the proposed article and ballot question to reduce the Community Preservation Act surcharge from 3% to 2%. Motion made by Selectman Weeden to approve the proposed article and ballot question to create the WIIF, a surcharge of 2% on the annual,assessed property tax.
