Town of Masli ee Departnwnt o Pubfic Works <br /> 3.50 Meetinghouse Road <br /> °V���� <br /> . ....... o: Mashpee, Massachusetts 02649 <br /> Tefephone - (508)539-1420 <br /> FaX e (508)539-3894 <br /> MEMORANDUM <br /> January 31, 2020 <br /> TO: Board of Selectmen <br /> Rodney Collins,Town Manager <br /> FROM; Catherine Laurent Director <br /> RE: Recommendation for Sticker Fees for Transfer Station <br /> Description <br /> The Board of Selectmen annually reviews and approves sticker fees for the next fiscal year. <br /> Stickers for FY21 will be available for purchase on June 1, 2020. once fees are approved, new <br /> "Guides to the Transfer Station" will be printed for distribution and the fees will be posted on <br /> the Town's website. <br /> Background <br /> Per the instruction of the Board of Selectmen for Transfer Station users to ultimately fund 100% <br /> of the operation of the Transfer Station, sticker and other fees have gradually been increased <br /> over several years to achieve this goal. while sticker fees are the primary source of revenue, <br /> the Town also receives monies at the gate for disposal/recycling of certain items at the Transfer <br /> Station as well as monies from sale of recyclables. <br /> Because of the changing markets for recyclables,the revenues have decreased for those which <br /> the Town does receive payment and tip fees have increased for others. In addition,the tip fee <br /> for disposal of MSw has increased by more than 50%. As a result, without any changes in the <br /> sticker fees, the "tax subsidy" will increase back to approximately 22% in FY21. See attached. <br /> Recommendation <br /> To maintain/increase the level of funding of the Transfer Station by users, I recommend the <br /> fees be set for the Transfer Station as follows: <br /> ■ 11t Household sticker $200 <br /> • Recycling only sticker $35 <br /> • Single Trip pass $20 <br /> • Bag Fee (> 5 40-gallon bags) $3 <br />
