6 <br /> Finance Committee <br /> Minutes <br /> January 30, 2020 <br /> Evolution of Finance Committee Report: (continued) <br /> With regards to the Omnibus Budget, in past reports,the Finance Committee Report contained <br /> additional columns that would make note of changes to the budget greater than $50,000 (which <br /> represents an increase of$0.01 on the tax rate),with comment and the vote of the Finance <br /> Committee on each line item. <br /> Mr. Gasior indicated the Finance Committee by Charter is obligated to present a detailed <br /> analysis of the project tax rate (to include CPC and Water District), and budget to the residents. <br /> This would include the budget overlay for the Cape Cod Technical School and Capital <br /> Improvement Program budget. It was recommended the Finance Committee move forward with <br /> this objective. Mr. Gasior indicated he may have the template on file and agreed to work with <br /> Mr. McCahill on this objective. <br /> As previously noted, the Report of the Finance Committee title page would also state: And <br /> Articles of the Warrant including Recommendations of the Finance Committee. <br /> It was determined the Finance Director, Dawn Thayer would be consulted regarding multi-year <br /> actuals and the graphics to be provided in the Finance Committee Report. It was recommended <br /> the 5-year trend be obtained for further review. <br /> NEW BUSINESS <br /> Approval of Reserve Fund Transfer: <br /> The Finance Committee was requested to approve a Reserve Fund Transfer request in the <br /> amount of$59,473 to the contract with New Bedford Waste Services. The modification of <br /> contract was approved by the Board of Selectmen for a period of one-year effective January 1, <br /> 2020 with the stipulation there shall be no other price increases associated to the disposal of <br /> waste. <br /> At the last meeting, the Finance Committee approved the Reserve Fund Transfer as an agenda <br /> topic not reasonably anticipated to be discussed. <br /> Motion made by Mr. Miller to rescind action on January 9,2020 to approve the Reserve <br /> Fund Transfer, and approve on this date, the Reserve Fund Transfer in the amount of <br /> $59,473 to increase the solid waste disposal contract with New Bedford Waste Services. <br /> Motion seconded by Mr. Gasior. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey,yes <br /> Mr. McCahill,yes Mrs. Furbush,yes Mr. Miller,yes <br /> Mr. Gasior,yes Opposed <br />
