7 <br /> Finance Committee <br /> Minutes <br /> January 9, 2020 <br /> FY2021 Budget Review& Schedule: (continued) <br /> An in-depth discussion followed with respect to the appropriate use of Funds Available for <br /> Appropriation or Free Cash. There was sentiment the budget could be tighter and closer to <br /> projections. There was a question as to how much Free Cash is used for offset. It was suggested <br /> that Free Cash be considered to offset the tax rate. An additional question arose regarding how <br /> many dollars would affect a$0.1 reduction of the tax rate. <br /> It was agreed the Finance Committee would further discuss the use of Free Cash with the Town <br /> Manager. <br /> In looking forward to future budget discussions, it was agreed the Finance Committee would <br /> at to the Board of Selectmen their desire to have a more cohesive position and influence <br /> in the review of the budget process. <br /> ADDITIONAL TOPICS <br /> (This space is reserved for topics the Chairman did not reasonably anticipate would be discussed) <br /> Request for a Reserve Fund Transfer—Trash Disposal $59,473: <br /> Motion made by Mr. McKelvey to place the above referenced topic on the agenda. <br /> Motion seconded by Mr. McCahill. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey,yes <br /> Mr. McCahill,yes Mrs. Furbush,yes Mr. Miller,yes <br /> Mr. Gasior,yes Opposed, none <br /> The Finance Committee reviewed the Reserve Fund Transfer request in the amount of$59,473 to <br /> compensate for the increase in solid waste disposal. The modification of the Waste Disposal <br /> Agreement with New Bedford Waste Services was approved by the Board of Selectmen at their <br /> last meeting for a period of(1) year effective January 1, 2020 with the stipulation there shall be <br /> no other price increases associated to the disposal of solid waste. <br /> Motion made by Mr. Pettengill to approve the Reserve Fund Transfer in the amount of <br /> $59,473 as presented. <br /> Motion seconded by Mr. McCahill. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey,yes <br /> Mr. McCahill,yes Mrs. Furbush,yes Mr. Miller,yes <br /> Mr. Gasior,yes Opposed, none <br />
