5 <br /> Finance Committee <br /> Minutes <br /> February 27, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Rodney C. Collins—Review of Town Manager's Recommended FY21 Budget: (continued) <br /> The Finance Director gave an overview of the projected analysis of available funds for fiscal <br /> year 2021. Cherry Sheet Estimates, offset items, reimbursements and other State aid configure a <br /> 1.91% increase or $3,550,914. <br /> Non-property tax revenues, general local estimated receives from ambulance receipts, <br /> betterments,the CPA and Medicaid reimbursements amount to $5,470,631. Local property tax <br /> revenue include estimated new growth, the levy limit, short-term budgeted debt exclusions, the <br /> Cape Cod Technical School construction debt and Cape Cod Commission amounting to a total <br /> General Government Budget of$62,604,769. <br /> Discussion followed with regards to depicting the FY2021 budget by function; General <br /> Government, Public Works, Public Safety and Education. A pie chart was prepared by the <br /> Finance Director and is considered for use in the Finance Committee Report to represent the <br /> operational budget. <br /> Members of the Finance Committee expressed appreciation to the Town Manager for his <br /> professionalism, conservatism and rationale in presenting a reasonable well-planned budget for <br /> Fiscal Year 2021. In response, Town Manager Rodney C. Collins articulated the importance of <br /> his organization comprised to talented staff members having a profound sense of commitment <br /> and dedication to protect the Town's interest on what is effective and operationally efficient to <br /> manage the Town of Mashpee. <br /> Review and Action on Fiscal Year 2021 Budget. <br /> The Finance Committee continued their review of the Town Manager's Recommended Budget <br /> for FY2021. The following departmental line items were voted upon; <br /> Human Resources - $457 918: <br /> Motion made by Mr. Pettengill to approve and recommended the Human Resources <br /> budget. <br /> Motion seconded by Mr. McKelvey. <br /> VOTE: Unanimous. 6-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey,yes <br /> Mr. McCahill,yes Mrs. Furbush,yes Mr. Miller,yes <br /> Opposed, none <br />
