7 <br /> Finance Committee <br /> Minutes <br /> February 27, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Review and Action on Fiscal Year 2021 Budget: (continued) <br /> School - $22 778 314: Deferred to the March 5, 2020 meeting. <br /> Analysis of Budget and Content of Finance Committee Report: <br /> The Finance Committee continued their analysis of the budget and content for the Finance <br /> Committee Report. Finance Committee member John Miller is scheduled to meet with the Town <br /> Manager next week to review the possibilities associated to the expansion of the content of the <br /> Finance Committee Report by adding graphics and other visual enhancements. <br /> Due to cost assumptions there may be limited abilities to refine the report. It was agreed that <br /> colored illustrations may be more appealing and an efficient use of the report. Due to cost <br /> constraints to be determined, both color and black and white renderings may be utilized. <br /> The following charts were identified for inclusion into the Finance Committee Report; <br /> • FY2021 Budget by Function(Operational Budget Only,Not including CIP) <br /> • Spending Rate Trends from 2018 through 2021. <br /> • FY2021 Budget Tax Rate; Average Residential Assessment & Impact to reveal where the <br /> money is being spent <br /> • Revenue Chart—Cherry Sheet Estimates (State Revenue),Non-property Tax Local <br /> Revenues, Local Property Tax Revenue, Surplus Funds used for Offset, Other Municipal <br /> Funds, etc. <br /> In preparation for the development of the Finance Committee Report, members of the Finance <br /> Committee revisited the mandates of the Mashpee Town Charter: <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Finance Committee Resignation: <br /> The Finance Committee received communication from Chuck Gasior dated February 22, 2020 <br /> officially resigning from the Finance Committee on this date. (enclosure) The Chairman of the <br /> Finance Committee has accepted the resignation. The Town Clerk and Town Moderator have <br /> been notified of the resignation as the Town Moderator by Charter is the appointing authority for <br /> this position. <br /> It was agreed the Finance Committee Chair would remit a letter of appreciation to Mr. Gasior for <br /> his dedicated service on behalf of the Finance Committee. <br />
