*APPROVED 3-2-2020* <br /> Capital Improvement Program Committee <br /> Minutes <br /> January 15, 2020 <br /> APPOINTMENTS& HEARINGS <br /> Fire Department FY2021 CIP Request: $515,000 <br /> Fire Chief Thomas Rullo presented a budget of capital requests for fiscal year 2021, there are no <br /> prior year obligations for the Fire Department in the CIP. <br /> Ballistic Protective PPE Total Funds: $40,000 <br /> Chief Rullo and Deputy Chief John Phelan presented a plan for the Fire Department to obtain <br /> "Ballistic Protective PPE"Gear for the Mashpee Fire Department to be used to protect fire fighters <br /> that are engaged in "active threat"situations. Generally, the fire staff goes in after the police has <br /> cleared the threat to treat victims. It is different than the protective gear worn by police officers, <br /> but it includes a vest with "plates" on the front and back and Kevlar on the sides, specialty <br /> eyewear too. This proposal would buy the gear for 18 members "stem to stern"and comes with a <br /> 10-year warranty and the gear would be retired when the warranty expires. Mr. Collins stated <br /> that there is more of need nowadays for this type of gear for fire fighters. Mr. Gottlieb asked if <br /> everyone would have this gear to which the Chief replied that the department would buy an <br /> assortment of sizes to cover the staff on each shift. Mr. Sarno asked if this proposal was for the <br /> same gear that Falmouth has to which Deputy Chief Phelan said yes. Mr. Gasior asked if the <br /> vendor is on the state bid list and Chief Rullo confirmed they are. <br /> Mobile & Portable Radio Replacement Total Funds:$400,000 <br /> Chief Rullo stated that this request is for twenty-one (21)mobile and forty-eight(48)portable <br /> digital radios, and have two (2) additional in truck repeaters as the Commonwealth is expected <br /> to replace all radios to a digital matrix soon and the current analog radios will no longer function <br /> once the digital system is enabled. Chief Rullo also said that he has been buying radios over the <br /> past few years that can be converted to digital from analog for a small (approx.. $150) <br /> programming fee. Mr. Collins asked why the need for forty-eight radios when the Department <br /> only has thirty-six employees, Chief Rullo answered that spares are needed. Deputy Chief Phelan <br /> then stated that he had been to a presentation today (1-15-20) that let departments know that <br /> there is one hundred and twenty-five million dollars available in grants to outfit departments <br /> across the state. The new radios will cost only $525 each ($570 fqr the mobile units), which is <br /> substantially less than the original CIP proposal to which Mr. Gottlieb stated this will cut over <br /> $200,000 from this right away; Mr. Collins said that the Department currently owns eighteen <br /> digital capable radios so why so many more are being requested? Lots of spare radios? The last <br /> few years the Town has been buying new digital capable radios at over five thousand dollars each <br /> and he asked if these would now not be used? To which Chief Rullo answered that they can be <br /> reprogrammed. Mr. Collins then said that the department only needs thirty radios at$525 each, <br /> plus repeaters. Mr. Gottlieb asked if this new grant had limits to which Deputy Chief Phelan said <br /> it expires in three years. At this point Mr. Collins said that due to all of this new information, this <br /> proposal should be completely reworked and brought to the next CIP meeting. <br /> 3 <br />
