Town of Mashpee
p4 r' .hl 4yYJ`.f
-
,y 16 Great Neck Road North
Allashpee, Massachusetts 02649
BOARD OF HEALTH -- PUBLIC SESSION
Mashpee Town Hall —Waquoit Meeting Room
Minutes of the Meeting of March 19, 2020
Board Members Present: Member Absent: Also Present:
Brian Baumgaertel, Chair Glen Harrington, Health Agent
Mallory l_angler,Vice-Chair Caitlin Gardipe,Assistant Health Agent
Veronica Warden,Clerk
Chair Brian Baumgaertel called the meeting to order at 7:02 PM. He stated for the record that Veronica
Warden was participating in the meeting remotely.
APPOINTMENTS
7:15—30 Wilsons Grove
Mr. Harrington commented that the existing septic system at 30 Wilsons Grove was installed in 2005 and
consisted of a stone and pipe trench, That system is in hydraulic failure. A new stone and pipe system is
proposed in the same location, as there is nowhere else for the system to be installed. Six variances are
required, including a depth to groundwater variance and a side property line variance for the Soil
Absorption System (SAS). Variance request number 3 states a 7.7' variance to the neighbor's dwelling.
That variance must be to a cellar wall, crawl space or slab, and the neighbor's dwelling is on piles;
therefore, the variance is not required. Mr. Harrington stated that the location of the vent should be
shown, and he recommended use of a passive vent that is not attached to one of the laterals,so that no
effluent is forced out of the end of the vent. He also stated that the groundwater elevation that was used
for design purposes is higher than the existing groundwater elevation used for the 2005 plan.
Chair Baumgaertel asked if the system was pressure dose or pressure distribution, and Mr. Harrington
answered that it is pressure dose. Ms. Langler asked about fitting the tank, and Mr. Harrington explained
that the tank is existing but, because groundwater was found to be less than 4'below the existing leaching,
a concrete wall was added to the existing septic tank so there is a pump chamber as a second
compartment, For a two-bedroom home,a 1000-gallon capacity is acceptable for the first compartment.
Mr. Harrington was of the opinion that the proposed plan meets maximum feasible compliance.
Sam lamele, of J.C. Engineering, introduced himself for the record and stated they will be upgrading the
existing septic system per the proposed plan, and as explained by Mr. Harrington. He stated that the one
affected abutter had been notified. Ms. Warden suggested that the Board require a soil evaluation to
determine groundwater at the time of installation, for the purpose of ensuring the system doesn't fail a
subsequent Title 5 Inspection due to depth to groundwater.
Before a vote was taken, Chair Baumgaertel opened the discussion to public comment via the call-in
conference number provided. Howie Neild, of 28 Wilsons Grove Road, called in and introduced himself
1
