Minutes of the Meeting MASHPEE HOUSING AUTHORITY Board of Commissioners February 6, 2020 Date: February 6, 2020 Time: 5:00 PM Location: 766 Falmouth Road, #A4, Mashpee, MA 02649 Members Present: Jill Allen,Kevin Shackett,Lisa Meizinger and Richard Halpern Members Absent: none Others Present: Leila Botsford, Executive Director. For part of the meeting, attendees also included persons present for the Renee Banks hearing, as follows: Renee Banks, Raymond Yox, Eric Chiasson, Alexandra Roberson, Elsie Pocknett, and Brenda Fernandez. List of documents and other exhibits used at the meeting and retained at the Authority's office: • Minutes of the meeting held December 12, 2019 • Warrants for December 2019 and January 2020 • Budget to Actual report • Five Year Capital Improvement Plan • Renee Banks correspondence including: o Grievance Officer's decision dated December 24, 2019 o Executive Director's decision dated October 28, 2019 o Summary Process Agreement for Judgment dated October 2, 2019 o Landlord's 30-Day Notice to Quit dated July 24, 2019 o MassCourts printout showing eviction case filed September 16, 2019 and ending with final judgment on December 4, 2019 o Massachusetts Rental Voucher Program Administrative Plan pages 211 and 212 DECISIONS MADE/ACTIONS TAKEN ARE IN BOLD - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -The Chair called the meeting to order at 5:00 PM. A quorum was declared with the following members present: Jill Allen, Richard Halpern, Kevin Shackett, and Lisa Meizinger. MRVP Anneal Hearing: R. Banks: Mrs. Botsford informed the board that this evening a hearing was scheduled for Ms. Banks regarding her termination from the Massachusetts Rental Voucher Program (MRVP). MRVP regulations allow a participant to file a grievance if their assistance is going to be terminated. Ms. Banks went through this process and initially met with Assistant Executive Director Carol Mitchell who did move forward with a decision to terminate assistance. Ms. Banks filed a grievance appeal in which the first step is to meet with the Executive Director for an informal settlement conference. This was done and Mrs. Botsford made the determination to uphold the decision to terminate assistance. This moved the appeal on to a formal grievance hearing with a third-party grievance officer. The officer heard the grievance and issued a decision to uphold the termination. Ms. Banks is exercising her right to Page 1 of 4
