Banks: Mrs. Botsford informed the board that this evening a
hearing was scheduled for Ms. Banks regarding her termination from the Massachusetts Rental
Voucher Program (MRVP). MRVP regulations allow a participant to file a grievance if their
assistance is going to be terminated. Ms. Banks went through this process and initially met with
Assistant Executive Director Carol Mitchell who did move forward with a decision to terminate
assistance. Ms. Banks filed a grievance appeal in which the first step is to meet with the
Executive Director for an informal settlement conference. This was done and Mrs. Botsford
made the determination to uphold the decision to terminate assistance. This moved the appeal on
to a formal grievance hearing with a third-party grievance officer. The officer heard the
grievance and issued a decision to uphold the termination.
