2 Board of Selectmen Minutes April 16, 2020 Present: Selectman Andrew R. Gottlieb, Selectman John J. Cotton, Selectman Thomas F. O'Hara, Selectman Carol A. Sherman, Selectman David W. Weeden Town Manager Rodney C. Collins Town Clerk Deborah Dami Meeting Called to Order by Chairman Gottlieb at 11:00 a.m. Mashpee Town Hall, Waquoit Meeting Room NEW BUSINESS Discussion and Approval of Postponement of the Annual Town Election Pursuant to and in Accordance with Chapter 45 of the Acts of 2020: At the last meeting the Town Manager was directed to consult Town Counsel in conjunction with the Town Clerk and Superintendent of Schools to review the possible postponement of the Annual Town Election and options for the polling location in accordance with Chapter 45 of the Acts of 2020. Chapter 45 of the Acts of 2020, adopted on March 23, 2020, allows municipalities which have annual or special elections scheduled between March 23`d and May 30, 2020 to postpone such elections. The Board of Selectmen may vote on any day prior to the scheduled election to postpone it to a date certain on or before June 30,2020. Such a vote must follow consultation with Town election officials (Board of Registrars and Town Cleric) and the Town Manager relative to the logistics and feasibility of holding the election on the rescheduled date. A copy of Chapter 45 of the Acts of 2020,the vote of the Selectmen and a sample ballot must be placed on the official Town website no later than 20 days before the rescheduled election date.Notice to the public must also be provided in ways "reasonably calculated to enable eligible voters to learn of the rescheduled election date and to cast ballots therein". After reviewing this matter Town Manager Rodney C. Collins indicated it is the consensus of the respective parties to recommend the deferral of the Town Election to Tuesday, June 23, 2020 with the polling location at the Quashnet School. The Town Election would then follow the Town Meeting planned to be held at the Mashpee High School on Monday, June 15, 2020. There is no conflict in utilizing the Quashnet School as students begin their summer recess on June 18, 2020. With a status quo in the venue for the polling place notification is not required. The Quashnet School is an accessible location and there is ample room in the gymnasium to support social distancing. The Board of Selectmen was in support of the Town Election following the Annual Town Meeting in normal course. With hopeful normalcy, it was agreed the hours for the election would remain the same from 7:00 a.m. to 8:00 p.m. 2
