Meeting Minutes <br /> Plan Review Committee <br /> Tuesday, October 1, 2019 <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> Additional Topics (continued); <br /> Charlie mentioned that some of the projects are being pushed through without the <br /> proper review. <br /> Rodney said; that this Town has worked hard to accommodate these applicants <br /> every step of the way: <br /> Tom asked if there is a set format for applicants to follow. <br /> Glen mentioned that .an applicant did not have the proper engineering design <br /> because they presented a septic system design that was never seen before. <br /> Rodney said; faulty planning or engineering on the part of the applicant should not <br /> result in frustration with the Town's process. <br /> Charlie mentioned that the applicant is required to appear in front of the ZBA for <br /> their modification. <br /> Evan said that the ability to administratively approve the change is specific to <br /> projects that only require Plan Review and not a Special Permit. The applicant <br /> reduced the scale and scope of the building, they didn't increase any impervious <br /> surface. Everything is reduced in scale. Evan read that a modification,can be issued <br /> by.administrative approval but there's multiple sections of the zoning bylaw that <br /> have gray areas. But it's interpreted that this does require a minor modification with <br /> the ZBA. <br /> Charlie said that these citizens' boards might have a difference of opinion whether <br /> it's considered a minor modification or not. His opinion is that the scale of the project <br /> is less, and they have already approved that it's not going to make noise or affect <br /> sound then it's a minor modification. But being a citizens' board we don't know if <br /> that will be the case. <br /> Rodney made a motion to adjourn. Charlie second. All were in favor.
