Compliance status update,81 Echo Road. Mr. Harrington commented that the previous day he
was made aware that the Cabral Container truck at 81 Echo Road had a full container on it. Mr.
Harrington visited the property, took a photograph, and spoke with an employee of Ron's
Excavating. That employee must have made Mr. Cabral aware that Mr. Harrington was on site,
because Mr. Harrington had subsequently received a text from Mr. Cabral explaining that there
was a sale in progress and he was disposing of old material, not adding new stuff. Mr. Cabral
acknowledged not having a license but asked for more time. He blamed his bankruptcy lawyer,
his ex-wife,and Carl Cavossa for delaying the sale of the property. Mr. Harrington had requested
access to the property to measure the refuse pile, and Mr. Cabral agreed. Health Agents planned
to measure the pile the next day, and get solicit bids for trucking and disposal costs. Though Mr.
Cabral admitted that he was still in operation, Mr. Harrington stated that he did not think the pile
was getting larger because access to the pile has been restricted by other piles blocking it.
1
