6. Review of Title V variance—29 Echo Road. Raul Lizard!-Rivera, of Cape & Islands Engineering, <br /> introduced himself for the record. After a discussion, it was determined that no variance was <br /> needed and the request was formally withdrawn by Mr. Rivera with no prejudice. <br /> There being no further comments or discussion, Veronica Warden moved to accept the <br /> withdrawal of the Title V variance request for 29 Echo Road. Motion seconded by Brian <br /> Baumgaertel. Roll call vote: Brian Baumgaertel (yes);Veronica Warden (yes). VOTE: Unanimous <br /> (2-0). <br /> 7. Review of requests for amended Food Establishment Permits relative to outdoor seating. Mr. <br /> Harrington commented that many of the restaurants have lowered their seating counts in existing <br /> seating areas to meet the outdoor seating guidance under COVID-19. Mr. Harrington named the <br /> various establishments that were looking to expand their outdoor seating, stating that not all of <br /> them had submitted seating plans. He noted that food establishments that have expanded their <br /> seating areas beyond their existing approved areas should be approved to use those expanded <br /> areas only until the public health emergency declaration has been lifted. The other food <br /> establishments that rearranged their seating for social distancing are doing so to comply; <br /> therefore, no approval is necessary. <br /> There being no further comments or discussion,Veronica Warden moved to grant the variances <br /> for the expanded outdoor seating during the COVID-19 pandemic, until such time as Governor <br /> Baker allows indoor dining to resume at restaurants, at which time, outdoor seating shall revert <br /> back to what was previously allowed prior to the public health emergency. Motion seconded by <br /> Brian Baumgaertel. Roll call vote: Brian Baumgaertel (yes); Veronica Warden (yes). VOTE: <br /> Unanimous(2-0). <br /> Veronica Warden moved to add the matter of Naukabout Brewery to the agenda. Motion <br /> seconded by Brian Baumgaertel. Roll call vote: Brian Baumgaertel (yes);Veronica Warden (yes). <br /> VOTE: Unanimous(2-0). <br /> Mr. Harrington commented that Naukabout is not expanding their outdoor seating; however, in <br /> order for them to be considered a true food establishment in the eyes of the guidance for the <br /> COVID-19,they have to change their operation from a strictly pouring operation to a table service <br /> food operation. The owner is in the process of hiring wait staff, to include someone who is <br /> ServSafe and Allergen Awareness Certified, and is getting additional equipment including a hot <br /> dog steamer and panin!press. Whenever an establishment adds equipment and wait staff,and/or <br /> changes the menu, application for an amended permit must be made to the Board. Naukabout <br /> has provided a floorplan and menu,but have not yet submitted Allergen Awareness and ServSafe <br /> Certificates. Mr. Harrington explained that, if Naukabout does not do this, they are considered a <br /> bar and would not be able to re-open until Phase IV. They can still use the food truck under the <br /> amended permit, but the food would have to be delivered to the tables by wait staff. <br /> There being no further comments or discussion, Veronica Warden to grant the amended Food <br /> Establishment Permit to Naukabout Brewery, to be effective during the COVID pandemic, with <br /> the following conditions: 1) additional equipment and staff, and menu changes are approved by <br /> a Health Agent; 2) Allergen Awareness and ServSafe Certifications are submitted; and 3) a pre- <br /> opening inspection is conducted by a Health Agent.
