Chair Baumgaertel described several alternatives for phosphorous <br /> removal, but stated that every option must be weighed against the cost. <br /> Ms. Warden expressed concern about offering no-cost denitrification systems to some property <br /> owners around the pond, after having required other property owners in the past to upgrade to <br /> denitrification systems at their own cost. She asked if the Board can arbitrarily require a septic <br /> inspection at properties, and Mr. Harrington answered in the affirmative, pursuant to Title V. <br /> Chair Baumgaertel suggested a two-pronged approach, that included removal within the pond <br /> and removal at the source,which is not just septic load but also the presumably larger contributor <br /> of run-off from fertilizer. Phosphorous is complex and there isn't a clear-cut answer. There is also <br /> a cost involved, but there is a bigger cost for doing nothing. <br /> Ms.Warden stated that we have to start somewhere,and perhaps we should begin by identifying <br /> failed systems and systems in groundwater,and addressing those. Chair Baumgaertel agreed that <br /> is a small but critical first step. Mr. Harrington advised the Board that he already has a list of <br /> properties abutting the pond, but we need to come up with a protocol. The Town is going to <br /> require homeowners to hire their own septic inspectors. Any house that has been sold in the last <br /> two years would not require re-inspection. Many of the abutters are very worried about the <br /> quality of the pond and will, hopefully,cooperate with the process. <br /> Chair Baumgaertel reminded everyone that there is the potential for property owners to be able <br /> to utilize county grant money to install certain phosphorous removal technologies to advance <br /> research in this area. <br /> 8. Review of Landfill Monitoring Reports, Mr. Harrington commented that the one thing that did <br /> come up in these reports was that there were some hay bales that were laid down for erosion <br /> control for the solar project. Those bales were secured with rebar, which were identified as <br /> needing to be inspected to see how deep they went to verify that the liner was not affected. A <br /> request has been submitted to DPW to notify a Health Agent at the time the rebar is removed,so <br /> the depth of the rebar and the integrity of the liner can be observed. Chair Baumgaertel read <br /> from the report that the liner is only 18"below grade,and stated the importance of checking that. <br /> At this time, Brian Baumgaertel moved to go into executive session for the purpose of discussing the <br /> Request for Quotes for transportation and disposal of refuse at 95 Echo Road, with the intention of <br /> returning to public session. Motion seconded by Veronica Warden. Roll Call Vote: Brian Baumgaertel <br /> (yes);Veronica Warden (yes). VOTE: Unanimous (2-0). <br /> Chair Baumgaertel re-convened public session at 8:38 PM. <br /> There being no further comments or discussion, Veronica Warden moved to award the contract for <br /> transportation and disposal of refuse at 95 Echo Road to New England Recycling, in the amount of <br /> $45,500,and further moved that the cost to process any hazardous materials within the refuse pile would <br /> be $250 per ton. Motion seconded by Brian Baumgaertel. Roll Call Vote: Brian Baumgaertel (yes); <br /> Veronica Warden (yes). VOTE: Unanimous (2-0). <br /> NEXT MEETING <br /> The next meeting of the Board of Health was scheduled for Thursday,July 16, 2020 at 7:00 PM. <br /> 5 <br />
