*DRAFT#4-OCTOBER 19,2020 ANNUAL TOWN MEETING* <br /> PLEASE NOTE THAT ARTICLE NUMBERS ARE SUBJECT TO CHANGE PRIOR TO EXECUTION <br /> Explanation: This article authorizes the acquisition of a portion of the properties, temporarily or <br /> permanently,for completion of the Route 151 Corridor Improvement Project. The project limits are from <br /> approximately 900 feet west of the Old Barnstable Road intersection to the Mash pee Rotary. <br /> Improvements will include: <br /> • Construction of a sidewalk on the south side of the road from Old Barnstable Road to Job-s Fishing <br /> Road; <br /> • Widening of the existing multi-use path on'the north side of the road and extension of the path <br /> from Frank E. Hicks Drive to Market Street; <br /> • Reconfiguration of intersection/upgrade of traffic signals at Old Barnstable Road, at Frank E. Hicks <br /> Drive/,fob's Fishing Road and at Market Street; <br /> • improvement of drainage along the corridor; <br /> • Provision of bike lanes along the corridor; <br /> • Repaving of the road. <br /> Construction of the project is scheduled from 2021 — 2023 (stopping seasonally during the summer <br /> months). Construction is being funded through State and Federal monies. Phase 11 of the project, (Old <br /> Barnstable Road to the Town line), will be completed at a later date yet to be determined. <br /> The Board of Selectmen recommends approval of Article 17 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 17 by a vote of <br /> Article 18 (Stand Alone Article) <br /> To see if the Town will vote to appropriate the sum of ($ for the <br /> purpose of paying costs and expenses relating to the design of a public wastewater and star <br /> mwater <br /> collection system and related facilities for the Route 151 corridor from Old Barnstable Road to the <br /> Falmouth town line, including all costs incidental and related thereto,and to authorize the Treasurer,with <br /> the approval of the Board of Selectmen, to borrow at one time, or from time to time, under and pursuant <br /> to Chapter 44 Section 7 or 8 or any other enabling authority, a sum of money to fund said appropriation; <br /> provided, however, that this appropriation and debt authorization be contingent upon p assage of a <br /> •Proposition 2Yz debt exclusion question General Laws Chapter 59, § 21C(k). Any premium received by the <br /> Town from the sale of any bonds or notes authorized by this vote, less the costs of issuance of the bonds <br /> or notes paid from the premium, and any accrued interest may be applied to pay project costs in <br /> accordance with General Laws Chapter 44, Section 20 and the amount authorized to be borrowed to pay <br /> those costs shall be reduced by the same amount applied,or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation:This article would provide funding to design a wastewater and stormwater collection <br /> system and other required facilities for the Route 151 corridor.This project would run concurrently <br /> with the Route 151 Corridor Improvement Project. <br /> The Board of Selectmen recommends 'approval of Article 18 by a vote of*HOLD* <br /> The Finance Committee recommends approval of Article 18 by a vote of <br /> THIS CO LURES THE BUSINESS OF THE ANNUAL TOWN MEETING <br />
