Mr. Streebel indicated that two technical proposals were received, one of which did not fulfill the RFAP requirements. All towns must perform certain assessing functions in order to assure reliable income from taxes. The functions if performed in-house would require at minimum, two additional office personnel. The Board of Assessors voted unanimously at their last meeting to recommend the Board of Selectman award the three-year contract to PK Valuation Group, Paul S. Kapinos & Associates, Inc. of Sandwich, MA in the yearly amount of$76,500. Since 2001, this contract has been triennially awarded to PK Valuation Group as a result of their excellent performance history, competitive bid, and for their continued interest in serving the Town of Mashpee. Motion made by Selectman Sherman to award the con-tract for the Implementation of the Revaluation Update Program from FY21 to FY23 to PK Valuation Group in the yearly amount of$76,500. Motion seconded by Selectman Weeden. VOTE: Unanimous. 5-0. Roll Call Vote, Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Selectman Gottlieb, yes Selectman Weeden,yes Opposed, none Discussio.mmmmmn of a Proclamation of S mi Lio' of the Town of Mash p!��, As a result of the unique and challenging times the Board of Selectmen Chair requested the Town Manager draft a Proclamation in support of the Mashpee Police Department to appreciate and to salute their efforts and to respect the fact that they place themselves in harm's way protecting the citizens each day. The Proclamation would also provide continued support of the Police Department in addition to protecting the civil rights of all of citizens. Discussion followed regarding the intent of the Proclamation given the current social climate that may raise an eyebrow with Black Lives Matter on the national. level. The question was asked as to how many proclamations are given to other departments within town. Generally when someone does something above and beyond there is more oblige to go along with a proclamation, but when folks are doing their job as with other departments, there is hesitation. Given the circumstances under these social times there is reason.to show support especially in light of national conversations about defunding the police. It was agreed it is a tough time for law enforcement. There is a lot of hatred and anger. The proclamation would show confidence and solidarity taking a stance to support the police department. It was requested the Town Manager draft a template proclamation subject to modification.
