*DRAFT* BOARD OF SELECTMEN MINUTES AUGUST 10, 2020* 10 <br /> Board of Selectmen <br /> Minutes <br /> August 10, 2020 <br /> NEW BUSINESS <br /> Discussion and Possible Action on Draft#2 of the October 19, 2020 Town Meetipg '��arrant: <br /> The Board of Selectmen reviewed Draft 42 of the October 19, 2020 Annual Town Meeting warrant. <br /> To conform to the Selectmen's directive the articles were grouped-to facilitate review and approval and to lessen <br /> the time spent at town meeting. <br /> Discussion followed with regards to Article 412,proposed to fund costs and expenses related to the design of a <br /> public wastewater and stormwater collection system, and related facilities for the Route 151 corridor from Old <br /> Barnstable Road to the Falmouth town line. <br /> It was suggested the article be modified to be subject to a debt exclusion. Although the project is not expected to <br /> begin for 1.5 years there is a possibility that federal stimulus monies may become available next year for projects <br /> that are construction ready. It was agreed the Town would move forward taking an aggressive stance on this <br /> project from an eligibility standpoint. <br /> Motion made by Selectman Gottlieb to authorize the modification of the Sewer Project Design article to be <br /> subject to a debt exclusion and further, move forward with a Question on the November 3,2020 Election <br /> .Ballot asking voters to approve the debt exclusion or not. <br /> Motion seconded by Selectman Sherman. <br /> YOTE: Unanimous. 5-0. <br /> loll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara, yes Selectman Sherman, yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> With regards to the grouping of articles there was a question as to why the Zoning Articles are not grouped. <br /> It was agreed that clarity would be obtained from Town Counsel. <br /> New Article—Custodial Support; <br /> Motion made by Selectman Gottlieb to include a space holder on the October Town Meeting warrant <br /> to fund custodial support for the Mashpee Public Schools. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton, yes Selectman O'Hara, yes Selectman Sherman, yes <br /> Sele'etman Gottlieb, yes Selectman Weeden, yes Opposed, none <br /> The Board of Selectmen is expected to review and take action on the warrant at their next meeting. <br /> TOWN MANAGER UPDATES <br /> ...............11111,� 19 pandernic Town Manager recommended the Board. <br /> S, ecial Events: As with other events during the COVID <br /> cancel the annual Oktoberfest. The Board of Selectmen was receptive to the recommendation and agreed to <br /> inform the Recreation Director of the cancellation. <br />
