Prioritization Plan in April 8., 2019. The deadline for submitting.the plan to MassDOT for approval
is September 1, 2020 (the next deadline is Mary 1, 2021).
A request for public input for the Prioritization Plan was issued on July 30. This input as well as
input from staff and our consultant has been grouped in tiers. The highest tier represents projects
that are underway or already having funding commitments. The second tier reflects projects that
address safety issues flagged in a prior study such as a road safety audit. The third tier reflects all
other appropriate projects. (A fourth tier includes projects identified by the public that are out of
scope, that is, on state highway, private ways or other roadway segments outside of the study
area. Projects in this tier will not be included in the Plan.)
The projects in the top three tiers have been prioritized in consideration of attributes such as
mobility provided, safety benefits, and ease of implementation. Another consideration will be
availability of additional funding if required for completion.
Once the Board of Selectmen have approved the Prioritization Plan, a final report will be prepared
with preliminary project estimates and estimated construction duration/schedules to ensure
projects can meet fiscal year deadlines.
Recommendation
I recommend that the Board of Selectmen review the Prioritization Plan as presented for approval.
Pros and Cons
Participation in the Complete Streets Program makes the Town eligible to receive up to $400,000
annually in construction funding for road projects.
