*DRAFT#2 OCTOBER 19,, 2020 ANNUAL TOWN MEETING* <br /> The rationale for this Municipal Plastic Bottle Ban rests on the assumption that government is established <br /> to protect the welfare of the people it governs. Plastic bottles are made of non-renewable fuels, leach <br /> chemicals into consumables and never biodegrade. Plastic bottles impact environmental health and <br /> longevity of other species who may ingest plastics as food. <br /> The Board of Selectmen recommends approval of Article_by a vote of <br /> The Finance Committee recommends approval of Article_by a vote of <br /> Article—11 (Written by Town Counsel replaces DPW Article in Draft#1 due to change of scope) <br /> To see if the Town will vote to authorize the Board of Selectmen to acquire by gift, purchase or eminent <br /> domain taking such interests, including temporary and permanent easements, within certain parcels of <br /> land abutting Route 151 (Nathan Ellis Highway) for the purposes of constructing, reconstructing, and <br /> installing roadway improvements within said Route 151 from the Mashpee Rotary to the intersection with <br /> Old Barnstable Road pursuant to the Route 151 Corridor Improvement Project (Phase 1) and to accept <br /> within the public layout of Route 151/ Old Barnstable Road certain areas, all as more particularly shown <br /> and described on a plan entitled 1)IF <br /> dated I., and prepared by which plan/layouts <br /> shall have been filed in the Office of the Town Clerk, not later than seven days prior to the date of the vote <br /> hereunder, and to authorize the Board of Selectmen to enter into such agreements or adopt such orders <br /> as may be required to acquire by gift, purchase or take by eminent domain any land or interests necessary <br /> for the purposes of such ways as so laid out [ (if necessary) and to appropriate and transfer a sum of <br /> money from available funds to be determined by appraisal and/or to raise said appropriation., the <br /> Treasurer,with the approval of the Board of Selectmen,be authorized to borrow at one time,or from time <br /> to time, under and pursuant to Chapter 44 Section 7 or 8 or any other enabling authority for such purchase <br /> or taking and layout, including costs of constructing such ways and legal, financing and other costs <br /> incidental and related thereto]; or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article authorizes the acquisition of a portion of the properties, temporarily or <br /> permanently, for completion of the Route 151 Corridor Improvement Project The project limits are from <br /> approximately 900 feet west of the Old Barnstable Road intersection to the Mashpee Rotary. <br /> Improvements will include: <br /> • Construction of a sidewalk on the south side of the road from Old Barnstable Road to Job's Fishing <br /> Road; <br /> • Widening of the existing multi-use path on the north side of the road and extension of the path <br /> from Frank E. Hicks Drive to Market Street; <br /> • Reconfiguration of intersection/upgrade of traffic signals at Old Barnstable Road, at Frank E. Hicks <br /> Drive/Job's Fishing Road and at Market Street; <br /> • Improvement of drainage along the corridor; <br /> • Provision of bike lanes along the corridor; <br /> • Repaving of the road. <br /> 5 <br />
