Minutes Mashpee Waterways Commission <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Date:8/11/2020 <br /> Chairman Ken Bates convened the meeting at 9:OOam in the Waquoit Meeting Room <br /> Attendees: Ken Bates, Don MacDonald,Tim Leedham,(in person)and Al Wickel, Dick Noonan <br /> and Gregg Fraser(via conference call).Also present Ashley Fisher and Jeff Smith <br /> NOTE: Dick was in attendance in person for last hour(approx.)of meeting. <br /> Absent:Steve Mone <br /> Minutes: <br /> The following minutes were approved:the regular session of Tuesday January 14,2020. Motion <br /> to approve made by Don MacDonald and seconded by Tim Leedham. Unanimously approved <br /> by all those present in the room or via conference call. <br /> Appointments&Information Sessions: <br /> Ken reviewed the language and requested approval of the Article(submitted to Terrie <br /> yesterday)for the October Town Meeting. It requests$28,000 for pre-dredge and post-dredge <br /> surveys for the 1916 and inner channels in Popponesset Bay. Motion was made by Don <br /> MacDonald and seconded by Tim Leedham. Motion unanimously approved by all present in <br /> person or on the telephone. <br /> Ken reviewed the status of the June Town Meeting Articles sent by Town Accountant:they <br /> were all approved by the Town/State per our Town Accountant. <br /> Communications&Correspondence: <br /> -Nothing to report <br /> Old Business: <br /> Harbormaster Report: <br /> Past: <br /> Vessel"Sea Rogue"removed from the Great River Boat Ramp parking lot in late May 2020. <br /> Delay in seasonal Assistant Harbormaster returning due to COVID-19,but all aids to navigation <br /> and vessels returned to fully operational by the 15th of May_ <br /> Started two boat patrols on weekends on Mashpee/Wakeby due to increase in boating traffic. <br /> Present: <br /> Very large uptick in boats on all waters during this summer,on one Saturday over 245 boats <br /> were observed on Waquoit Bay, parking lots at Great River Boat Ramp full most weekends. <br /> Most patrol boats have seen a large increase in boat underway hours,resulting in an increase <br /> in maintenance but due to a larger staff this year all maintenance and cleaning has been <br /> completed. Moorings Regulations update(current mooring count is 570)now awaiting BOS <br /> approval. <br /> Future: <br /> Start preparations for fall seasonal buoy removal and continue efforts to remove excess <br /> equipment from storage yards. <br /> DNR Director/Shellfish Constable Report <br /> -Seasonal and Senior Assistant Harbormasters scheduled increased patrols on both <br /> Mashpee/Wakeby and John's Pond during the month of July.Safety inspections and safe <br /> boating practices were the focus of their enforcement on both the lakes and estuaries. The <br /> increased traffic on the lakes required the Harbormasters to strictly patrol recreational swim <br /> areas and boat launches. Issues have arisen on both Johns Pond and Mashpee Wakeby <br />
