The bylaw sets the Board of Health H as the registering, Inspecting and certificate issuing <br /> authority to abort-tern. rentals. Per the bylaw, the Selectmen are the authority to set the registration fee. <br /> Background <br /> The Beard of Health evaluated the fee structure back when a regulation was proposed. We received input <br /> from many factions at our public hearings. The results of the input from the public hearings are outlined <br /> below. <br /> Recommendation <br /> JUSTIFICATION & FEE OPTIONS <br /> 1. The initial recommended $300.00 fee was lased upon the time that was estimated for <br /> registering, inspecting and performing follow-ups to complaints for all housing covered under <br /> the bylaw. The complaints from sholl term rentals include over-crowding, noise, parking, <br /> traffic, trash and just the introduction of strangers into a neighborhood. The proposed $300 fee <br /> will cover up to four units on a property with a$50.! per unit fee for those with more than four <br /> rental units on the property. Reported rental revenues from short-terra rentals are about $2,000 <br /> to $8,000 per week in Popponesset. In those instances, a$300 annual fee is not burdensome. <br /> 2. One suggestion on the fee is that the $300.00 fee could be applied to all properties for the first <br /> year only and then the renewal be set at $100.00. Typically more effort is needed internally <br /> within the BOH department to register, issue the rental certificate and inspect a"new" facility. <br /> Renewals are typically seamless and inspections are shorter in duration because of knowledge <br /> of the property. <br /> 3. Timeshare rental properties in town voiced a concern regarding the fee if charged on a per room <br /> basis. In Searnist's case the fee would be about $4,600.00 per year. I believe it is not the intent <br /> to charge a facility that has management on-site with little history of housing issues a fee of that <br />
