f <br /> i <br /> Mashpee Board of Sewer Commissioners <br /> Meeting Minutes' <br /> June 1,2010 <br /> Mashpee Town Hall, Selectmen's Meeting Room <br /> Present: Chair Tom Fudala, Oskar Klenert,Burton Kaplan, Jack Malarkey, Ralph Marcelli, Tom O'Hara, <br /> Joe Lyons <br /> CALL TO ORDER <br /> The meeting was called to order with a quorum by Chairman Tom Fudala at 4:40 p.m. <br /> AGENDA ITEMS <br /> Welcome to New Member <br /> Chairman Fudala welcomed and introduced Joe Lyons,the recently appointed Commissioner representing <br /> Precinct 5. The Chair provided Mr. Lyons with a packet of information. <br /> Selectman Cahalane, Sewer Commission Liaison <br /> It has been recommended that a joint session meeting occur between the Board of Selectmen and the <br /> Board of Sewer Commissioners tentatively scheduled for Monday, June 21. The meeting will allow both <br /> parties to be informed and updated about Sewer Commission activity. The BOS would like to learn more <br /> about anticipated plans for the year which would allow Selectmen to effectively communicate information <br /> to residents. <br /> Circuit Rider <br /> Jerry Potamis, Falmouth Wastewater Superintendent, reported that the Collaborative released two RFPs <br /> for circuit riders to assist with financial assistance and models to towns and to provide technical assistance <br /> to towns. The technical circuit rider will review town plans to determine whether or not the plan meets <br /> generally accepted practices. The contract would be limited and it has been recommended that the circuit <br /> riders be familiar with Cape Cod issues but not presently working on the Cape. More information should <br /> be available during the first week of June. <br /> Cape Cod Water Protection Collaborative <br /> Tom Camberari, Cape Cod Commission Water Resources Specialist, reported that the signed contract for <br /> a facilitator to develop a memorandum of agreement between Mashpee, Barnstable, Sandwich and <br /> Falmouth has been executed by the County Commissioners. Facilitating services will be provided by <br /> Andrew Gottlieb with the towns of Mashpee, Falmouth, Sandwich and Barnstable for a sum of$27,000. <br /> Mr. Gottlieb, along with representatives from each of the towns, will work toward determining how to <br /> share the costs of meeting the TMDLs in the Popponessett watershed and the East Waquoit watershed in a <br /> Memo of Understanding(MOU). December 15 is the deadline to complete the work. Mr. Klenert <br /> questioned what authority would require payment and Mr. Camberari responded that the decision makers <br /> at the table would make the determination but that an MOU was expected to dictate the process. The <br /> Chair added that talk has occurred at the staff level among the towns, but the MOU would take it to the <br /> decision making level of each of the towns. Chairman Fudala also responded that Falmouth has been <br /> working on their wastewater plans and Sandwich has been awaiting funds from the Textron settlement <br /> before moving forward with wastewater planning, but had previously expressed interest in Mashpee's <br /> efforts. Barnstable has been planning for wastewater but not for watersheds in Mashpee. It was clarified <br /> that the funding was from the Collaborative and that the contract was between the County Commissioners <br /> and the Board of Selectmen. <br /> 1 <br />
