j <br /> Mashpee Board of Sewer Commissioners <br /> Meeting Minutes <br /> July 20,2010 at 7 p.m. <br /> Mashpee Town Hall, Selectmen's Meeting Room <br /> Present: Chair Tom Fudala, Tom O'Hara, Jack Malarkey, Oskar Klenert, Ralph Marcelli, Burton <br /> Kaplan, Joe Lyons <br /> CALL TO ORDER <br /> The meeting was called to order with a quorum by Chairman Torn Fudala at 7:06 p.m. <br /> APPROVAL OF NEMTES June 15, 2010 <br /> Mr.Kaplan made a motion that the minutes of June 15th be accepted. Mr.Marcelli seconded <br /> the motion. All voted unanimously. <br /> AGENDA ITEMS <br /> Willowbend Sewer Planet Site Visit <br /> Chairman Fudala reported that four members of the Commission attended the site visit at Willowbend. <br /> The Chair stated that the height of the ceiling may prevent a conversion to MBRs and noted that the <br /> system currently features a sand filter that could be improved by adding a de-nitrifying filter which <br /> would improve nitrogen removal. Chairman Fudala also reported that Willowbend is one of the plants <br /> that have a special permit allowing Mashpee to take the treatment plant if desired. The Chair and Jeff <br /> Gregg have visited Willowbend to discuss the possibility of using the golf course for subsurface <br /> discharge. Mr. Klenert stated that he drafted a summary of the group's visit to the site, adding that the <br /> treatment facility is located on a separate lot with little space and noting that the disposal area was not <br /> located on the lot. Mr. Klenert reported that the design plans did not indicate that the disposal area was <br /> delineated. Mr. Klenert agreed with the Chair's observation that the building was tight with no <br /> consideration for the possibility of major repair. Mr. Klenert also reported that a sinking fund was <br /> established when the system was established in 1994/1995 but that no information was available <br /> regarding the amount of money in the fund or the operating costs of the system. Mr. Marcelli added <br /> that the system was currently operating at 2/3 capacity and the Chair noted that the system was <br /> designed to Title V and also serves Cotuit Bay.Condominiums. <br /> Schedule Potential Site Visits at Stratford Ponds and SouthCape Village Treatment Plants <br /> The Chair reported that both sites feature an Amphidrome system. Stratford Ponds was considered as <br /> a possibility for adding a Nitrex filter at the end of the system. Interest was expressed by Mr. <br /> Malarkey and Mr. Kaplan to visit the sites and August 5 has been proposed to visit the two sites. The <br /> Chair will confirm the date of the visit. <br /> New Seabury has requested that their site visit occur following the peak season and when the golfing <br /> staff is available to participate. Commissioners expressed interest in attending the site visit on <br /> September 28 at 4:45 p.m. The Chair further noted that communication issues with New Seabury have <br /> been a result of a transition in management due to a retirement. <br /> New Member Questions <br /> The Chair inquired whether the membership had questions regarding any Sewer Commission <br /> materials. Mr. Kaplan questioned the Chair's opinions regarding vacuum sewers. Chairman Fudala <br /> noted that vacuum sewers are one form of technology that could serve as a potential solution and <br /> announced that there would be a presentation at the next meeting. The Chair recommended that <br /> Commissioners focus on becoming educated about different types of sewer systems such as the <br /> 1 <br />
