Financing wastewater treatment plants to address nutrient removal, especially in the SuAsCo <br /> River watershed and MEP areas; <br /> Utilizing the SRF program to provide assistance for the correction/upgrade of failed septic <br /> systems through the Collection Systems,Non Point Source, and Community Septic Management <br /> Programs; <br /> Financing studies that encourage comprehensive water resource management planning; <br /> Performing outreach activities to Clean Water SRF borrowers that identify the focus on and <br /> eligibility of energy efficiency/alternative energy projects; and <br /> Reserving $3.0 million in available program capacity,to finance at MassDEP's discretion <br /> e <br /> unanticipated problems of acute public health concern, such as arise during the year. To be <br /> financed under this reserve, proposed projects must constitute an imminent public health threat <br /> and otherwise meet MassDEP's applicable criteria. <br /> 2.0 Sources.and Spending Limits for the 2010 Funding Period <br /> Funding for the SRF program will consist of Federal capitalization funds,the required 20 percent State match, <br /> and other moneys available to the fund. MassDEP will leverage these funds in order to provide approximately <br /> $350 million in financial assistance. - <br /> Congress has compelled states to distribute a share of the 2010 CWSRF grant as additional subsidy. <br /> Massachusetts will direct $10.36 M in additional subsidy to projects in Environmental Justice Communities of <br /> low income and to projects that contain renewable energy components. The funds-will be distributed in a pro- <br /> rated share to all of the proponents meeting either criteria and who execute a construction contract on or before <br /> April 1, 2011. <br /> MassDEP, upon receipt of additional federal and/or state allotments, or other available funds, if any,may move <br /> projects from the Project Priority List to the IUP Project Listing or may make increases to previously approved <br /> projects. The projects moved to the IUP Project Listing will be the highest ranked priority projects from the <br /> Project Priority List that are ready to proceed. <br /> Applicant Cap Limitation. The regulations at 310 CMR 44 place a limit on any one proponent receiving any <br /> more than thirty-three percent ($116.67 M) of the available funding in a given year. Because of the shortfall of <br /> available funding relative to the number of worthwhile projects, and in order to extend financial assistance to as <br /> many highly ranked projects as possible, MassDEP is proposing to implement an applicant cap of$50 million <br /> for the 2010 funding period. MassDEP, however, reserves the right to waive the applicant cap limitation if <br /> MassDEP determines that one or more projects on the Intended Use Plan Project Listing is not ready to proceed. <br /> If the applicant cap is waived, communities may see an increase in financing support for projects not fully <br /> funded on the IUP listing. <br /> Allocation Formula. From funding expected to be available during the 2010 Calendar Year, MassDEP has <br /> allocated funds to a variety of construction projects, as well as a set-aside for projects focused on planning.
