Selectmen denied <br /> land for aggregation agreement for on-site Nitrex treatment facility(project is in a Zone II). Proposing connection to <br /> H.S. treatment plant, involving Sewer Commission ownership of a pump station and force main from Breezy Acres to HS <br /> treatment plant, as well as Sewer Commission establishment of sewer service fee for Breezy Acres (per Town Charter and <br /> Mass. General Laws.). Proposed annual fee for first year operations, maintenance and pump station inspections is $8000 <br /> based on input from Town Manager and DPW Director, with all capital costs paid by the developer. Report by Chairman <br /> A on advice from Town Counsel received at meeting on September 23 regarding issues relating to Sewer Commission <br /> ownership and management of pump station and sewer line in Old Barnstable Road and Route 151 from Breezy Acres to <br /> High School plant, funding of the line and process for Commission to set sewer rate for this project. Input also received <br /> from Jeff Gregg of GHD regarding relative capacities of 4"vs. 6"force main under various pumping conditions. <br /> Commission may want to have larger main and pump station pit build by Breezy Acres to accommodate potential future <br /> flow from other properties to the High School plant(if enlarged or converted to a pump station to another plant location). <br /> Commission should be involved in negotiations regarding design of these facilities. <br /> Regina Villa Assodatespublic outreach subaantract: Jack Malarkey update on GHD/ Regina Villa/ Mashpee <br /> Environmental Coalition/ Cape Cod Commission public outreach activities. Report and decision on proposed"Mashpee <br /> Waters"website to be hosted by GHD as part of Watershed Plan public outreach effort. No archaeological resources found. Vote required to pay PAL bill for$7,942.00 and sign warrant. <br /> - GHD site testing status. <br /> - Green Seal Environmental (MBE/WBE) subsurface investigations sub-contract-scope of work on hold pending <br /> archaeological results. <br /> Status of Community Advisory Committee membership:Still no Tribal Council representative. Commissioner <br /> Kaplan is also still BOH representative. Attendance has been poor-what can be done to improve? <br /> Falmouth issues, <br /> -Any report from Tom O'Hara and Jerry Potamis. <br /> - Report from any members who attended September 21 Falmouth sewer hearing. <br /> New developments/existing development requiring WW ireatmentplants: <br /> - Mashpee Village-pursuing their own treatment plant and discharge permit <br /> - Summerwood- no news <br /> - Mashpee Woods 40B-foreclosed and owned by CC Coop Bank.-Industrial subdivision is DRI at CCC <br /> - Stratford Ponds-Association reviewing condition and future of treatment plant. May be interested in possible <br /> conversion to pump station and connection to potential municipal plant at Transfer Station site. <br /> -Wampanoag Village 40B project by Wampanoag Tribe-will have treatment plant that may be required to tie in <br /> neighboring properties to meet DEP'zero net nitrogen"rule, possibly including Town Hall area <br />
