A vote was requested to for the Commission to support the website which will be posted by GHD <br /> but linked to the Town's website. <br /> Mr. Marcelli made a motion to support the creation of a website as described by Mr.Malarkey. Mr. <br /> Menert seconded the motion. <br /> Mr. Klenert requested clarity about GHD's contract beyond the initial scientific work. The Chair responded <br /> that GHD's SRF funded contract includes a subcontract with Regina Villa for the public outreach component <br /> of the project. The GHD contract is for the planning study only and no engineering. The Chair <br /> recommended review of the contract, distributed previously to Commissioners, which includes a scope of <br /> work. The only engineering component assessed by GHD is a preliminary design for the effluent pipeline <br /> suggested to manage effluent in the Rt. 28 rotary area, Mashpee Commons, SouthCape and Windchime Point <br /> for discharge at New Seabury. Discussion being closed, Commissioners voted on the motion. <br /> All voted unanimously. <br /> Mr. Malarkey reported that another meeting has been scheduled with Regina Villa on October 6 at GHD in <br /> Hyannis. Regina Villa has suggested more public funds may be available to assist with the public outreach <br /> of the project. Mr. Malarkey has downloaded the application and reported that GHD would complete the <br /> letter of intent for the state funds on behalf of the Town as part of their existing contract. The Chair <br /> questioned whether or not GHD had established the subcontract with GHD but Mr. Malarkey was unsure. <br /> The Chair noted that the original public outreach proposal included television programs, scheduling meetings <br /> and distributing flyers but other opportunities such as the internet are now available. Mr. Malarkey noted <br /> that the focus right now is on developing the website, adding that some resources have been recommended, <br /> including items placed in the Commissioners' packets and listed below. <br /> It was noted that Maxine Wolfset's series about wastewater treatment is currently running on Channel 17. <br /> The Chair added that the packet also includes workshops hosted by the Association to Preserve Cape Cod <br /> (APCC) as well as the Cape Cod Commission's flyer about Citizen Forums for Wastewater Planning. The <br /> Chair announced that a forum about Popponessett Bay will occur on October 28 at 7pm at Mashpee Town <br /> Hall and the Waquoit Bay Forum will occur at the Mashpee Public Library at 7pm on November 30. The <br /> Chair and Mr. Klenert felt that better coordination with the Cape Cod Commission would be beneficial. The <br /> Chair will follow up with Tom Cambareri. The Chair also received an invitation to attend an upcoming <br /> County Water Collaborative meeting that will discuss the scope of investigation into the MEP model. <br /> Additionally, a forum on Friday about flexibility in wastewater management led by Valerie Nelson of Clean <br /> Water Action/Sierra Club will take place at Cape Cod Community College at 9am. Mr. Lombardo added <br /> that the topic will be modeling and adaptive management and that he will forward additional information by <br /> email. <br /> Suggested Commission Member Assignments <br /> Chairman Fudala recommended that members take on additional point-of-contact roles, such as Mr. <br /> Malarkey's role with public outreach and Mr. O'Hara's role with Falmouth. The Chair recommended Mr. <br /> Kaplan to act as a contact with Barnstable and Mr. Marcelli serve as contact to Sandwich. The Chair added <br /> that Selectman Richardson has been appointed to serve on Barnstable's CAC as the Mashpee representative, <br /> but Mr. Kaplan's role as a contact could provide details about the activities of Mashpee's Sewer <br /> Commission. Dale Saad, from Barnstable's CAC, suggested that Mr. Kaplan would be welcome to attend <br /> CAC meetings and that she will contact him by email. The Chair noted that Ken Malloy, from Barnstable, <br /> serves on Mashpee's CAC. Chairman Fudala reported that Sandwich has a Water Quality Committee and <br /> that he and Mr. Gregg presented at one of their meetings.
