Town of Nashpee <br /> " •�', 16 Great�Veck load North <br /> 1�Iasllpee, NlassaChUsetts 02649 <br /> September 25,2001 <br /> Sandwich Board of Selectmen <br /> 130 Main Street <br /> Sandwich, MA 02563 <br /> To the Board: <br /> The Town of Mashpee Sewer Commission, with the assistance of its consultants Stearns & Wheler, LLC and <br /> the U. Mass-Dartmouth School of Marine Science &Technology, has begun development of a Watershed <br /> Nitrogen Management Plan for the watersheds of Popponesset Bay and portions of the Waquoit Bay estuary. <br /> The Plan will include assessment of nitrogen-induced degradation of those water bodies, nitrogen modeling <br /> of their watersheds, review of existing wastewater and stormwater facilities and practices, assessment of <br /> available wastewater denitrification technologies and preparation of draft alternatives and a final plan for the <br /> most cost-effective approach to returning the water bodies to a reasonable state of ecological health. We will <br /> be looking at all aspects of the nitrogen issue, including bay ecology, wastewater treatment, stormwater <br /> management, fertilizer use, land use and public education. <br /> In support of the project,the Mashpee Board of Selectmen has created a Community Advisory Committee to <br /> assist the Sewer Commission in development of the Plan. It includes representatives from Town Boards, <br /> community organizations, the adjacent involved towns and the general public. The members will be <br /> provided with copies of all reports generated by the project for their review, asked to provide their comments <br /> regarding the proposals and act generally as a"sounding board" for the Sewer.Commission and be expected <br /> to transmit information on the project back to their organizations and communties. We hope that through an <br /> inclusive process of plan development we can earn the support of the committee members and their <br /> constituencies for funding and implementation of the Plan's recommendations. <br /> A representative from the Town of Sandwich has been included in the makeup of the Committee so that <br /> Sandwich's interests, concerns and support can be incorporated into the planning process. As portions of <br /> Forestdale and South Sandwich lie within the project study area, coordination with the town of Sandwich <br /> will be important both with regard to this planning process and to ultimate implementation of the Plan's <br /> recommendations. <br /> The Sewer Commission and Board of Selectmen would greatly appreciate your designation of an appropriate <br /> representative to the Committee prior to October 16. On that date, at 7 p.m. in the Mashpee Town Hall,the <br /> Sewer Commission, along with the Cape Cod Commission and the state's MEPA office, will hold its first <br /> public hearing on the Plan, focusing on its Scope of Work. We would like to provide your representative <br /> with the relevant materials prior to the meeting to assist in review and comment.
