11 <br /> Board of Selectmen <br /> Minutes <br /> August 31, 2020 <br /> Discussion and Possible Action on Draft#4 of the October 19 2020 Town Meeting Warrant: (continued) <br /> Article#8: To Fund Public Works Unit A for FY21: $39,462 <br /> Motion made by Selectman Sherman to include and support Article 98 for placement on the October <br /> Town Meeting warrant. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> Article#9: To Fund Public Works Unit B for FY21: $22,565 <br /> Motion made by Selectman Sherman to include and support Article#9 for placement on the October <br /> Town Meeting warrant. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> Article#10: Municipal Plastic Bottle Ban <br /> It was disclosed the Finance Committee had concern with this article under item C. In the event of a declaration <br /> of an emergency, the Town shall be exempt from the Bylaw for a period of 7 calendar days after such <br /> declaration. It was agreed that clarification and improved language would be requested from the petitioners. <br /> Article#12: To Prohibit the Use of Personal Watercrafts on Ashumet Pond <br /> Motion made by Selectman Sherman to include and support Article 912 for placement on the October <br /> Town Meeting warrant. <br /> Motion seconded by Selectman Gottlieb. <br /> Discussion followed. There was objection to the proposed restrictions on the use of public property and for <br /> taking away a use that exists today on someone's property. Enforcement was deemed the key. <br /> Without this action, the Town of Mashpee has no legal standing to enforce the Town of Falmouth's bylaw. <br /> VOTE: 4-1. Motion carries. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara, no Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, (1) <br /> It was noted the Finance Committee took no position on this article. It was agreed the voters would make the <br /> ultimate decision. <br />
