In particular there were questions regarding the Delivery-only of Marijuana Establishment
licenses.
After consulting with Town Counsel Mr. Lehrer indicated the Delivery-only licenses are offered only to
"Economic Empowerment" certified applications for a minimum of two years. Economic Empowerment would
include eligible minority owned businesses and women-owned businesses.
In mid-July the Cannabis Control Commission (CCC) issued Guidance slated for the purposes of license
limitations.
Delivery-only licenses are separate from retail licenses however ambiguity within the statute remains as to
whether or not, for the purposes of license limitations, a deliver-only license would be considered "retail" at the
local level. This is now a mute issue in the Town of Mashpee as the only "retail" license has been issued.
The state limits an entity from obtaining more than(3) retail licenses through the Commonwealth, and for the
purposes of this limitation, a delivery-only license is considered "retail"per CCC guidance.
It was agreed the staff would continue with the process as outlined at the last meetin2. It was determined a copy
of Town Counsel's email would be forwarded to the Cannabis Control Commission."",
Discussion and Aroval of AdyisorvLqtter o
itT own lamer P.odne).—Collins;
Town Manager Rodney C.
