*DRAFT BOARD OF SELECTMEN MINUTES AUGUST 24-, 2020* 7 <br /> Board of Selectmen <br /> Minutes <br /> August 24, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and App val of ComlL.lete Streets Pri o*r*tization Plan: DPW Director Catherine Laurent: <br /> _�Q� _I— I .......... ri-1...................— <br /> The Complete Streets Program is intended to encourage municipalities to consider and accommodate all users <br /> during the design of a road project including passenger and commercial vehicles, transit, bicycles and <br /> pedestrians if deemed feasible and reasonable. <br /> Catherine Laurent, Director of Public Works indicated the process under the direction of the Board of Selectmen <br /> began in 2016. During this time, the Town of Mashpee has completed requirements for inclusion into the <br /> program. The final step to be eligible for funding is the completion of a 5-year Prioritization Plan to identify the <br /> town's needs. <br /> A total of 17 potential projects have been identified through in-house recommendations and through the public <br /> input process. With eligibility the town may receive up to $400,000 per year for road projects. The deadline for <br /> submittal of the plan to MassDOT is September 1, 2020. <br /> The projects have been prioritized considering needs which include safety, ADA accessibility,pedestrian and <br /> bicycle safety and mobility, transit operations and access and vehicular and freight operations. With the <br /> approved Prioritization Plan, a final report would be prepared to obtain preliminary cost projections and <br /> estimated construction schedules to meet fiscal year deadlines. <br /> Ms. Laurent reviewed the list of prioritized projects with the Board of Selectmen. It was noted the projects may <br /> be taken out of order. Each prioritization is independent of its source. An additional consideration would be the <br /> availability of added funding if required for completion with final approval by the Board of Selectmen. <br /> Motion made bey Selectman Gottlieb to authorize the 5-year Prioritization Plan as identified for its <br /> submission to the.MassDOT Complete Streets Program. <br /> Motion seconded by Selectman Sherman, <br /> VOTE: Unanimous, 5-0. <br /> Roll Call Vote, <br /> Selectman Cotton,, yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb, yes Selectman Weeden,yes Opposed, none <br /> Discussion and,A ,royal of Host Commu RN; A eement: Asp�n Blue. P <br /> �mm <br /> The Board of Selectmen reviewed a draft Host Community Agreement with Aspen Blue Mashpee, Inc., 67 <br /> School Street, Hyannis, MA for a marijuana cultivation/manufacturing facility at the site; 14 Wags Road, <br /> Mashpee. <br /> Patrick Casey, CEO of Aspen Blue was present along with representing counsel Mark Boudreau, is <br /> Salvadore, COO and Jill Moniz, VP of Community Relations. <br /> oh� <br /> It was disclosed the establishment would be engaged in the cultivation of marijuana and the manufacture of <br /> marijuana projects intended for wholesale to adult use marijuana establishments. There will be no retail sale of <br /> marijuana or marijuana products on site. Aspen Blue will not manufacture marijuana edible products. <br />
