4 <br /> Board of Selectmen <br /> Minutes <br /> July 27, 2020 <br /> Public Hearing: Private Signs on Town Property: Great Neck Road South—Jacques Morin: (continued) <br /> Mr. Morin also noted he has been in business for 33 years, and has built many subdivisions. He has always had <br /> signage to identify the subdivision which brings forth a good appearance for the development and for the <br /> community. <br /> The Board of Selectmen opened the Hearing to solicit comment. <br /> Ernest Virgilio, a resident of Blue Castle Drive spoke in opposition to the signage proposal and provided a letter <br /> signed by (6) residents of Blue Castle Drive against any signage at the intersection of Blue Castle Drive and Great <br /> Neck Road South. Mr. Virgilio indicated there are fourteen homes in the development. Ten homes are <br /> situated on Blue Castle Drive, the remaining four homes are situated on Carriage Road. <br /> It was disclosed the start of the Ockway Highlands Development is several hundred yards from the intersection of <br /> Great Neck Road South and the beginning of Blue Castle Drive. Mr. Virgilio stated the proposed signage <br /> placement is a football field or more before the development entrance, and the signage would encroach on Town <br /> property essentially advertising the development. Mr. Virgilio on behalf of the residents of Blue Castle Drive <br /> indicated the residents do not want to be a part of an association or development. <br /> Mr. Morin indicated that all other subdivisions on Great Neck Road South are identified with signage. The <br /> placement is within a reasonable distance to the subdivision to identify the area where people would be turning <br /> into the development. <br /> It was revealed that Mr. Virgilio was previously employed by the Town of Mashpee. His employment history <br /> does not impact his ability to express his concerns nor his past history in working for the Town of Mashpee. <br /> Discussion followed with respect to the signage proposal. It was determined the signage in not a directional type <br /> of signage, but signage for advertisement purposes. The owner does not have frontage along Great Neck Road <br /> South, and the sign is fundamentally for advertisement purposes within the Town's layout. Approval would set an <br /> unfavorable precedent to allow advertising on Town property. <br /> Being no further comment, the Board motioned as follows; <br /> Motion made by Selectman Sherman to close the Public Hearing. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton, yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> Motion made by Selectman Gottlieb to deny the request of Jacques Morin, Trustee, Ocicway Highlands <br /> Realty Trust LLC to erect a free-standing routed sign within the 50' road layout of Great Neck Road South <br /> and on the corner of Blue Castle Drive. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br />
