X (IIII08)-5,39-38-94 <br /> MEMORANDUM <br /> September 28, 2020 <br /> TO: Board of Selectmen <br /> Rodney Collins,Town Manager <br /> FROM: Catherine Laurent, Director tol � <br /> RE: Route 130/Great Neck Road North Intersection <br /> Descri <br /> At the request of the Town, the Cape Cod Commission reviewed the feasibility of replacing the existing <br /> traffic signal at the Route 130/Great Neck Road North intersection with a roundabout and the impact <br /> such a roundabout would have on traffic flow. See attached. <br /> Background <br /> During peak travel times during the summer months,travelers through the Route 130/Great Neck Road <br /> Forth intersection experience significant delays for certain movements. The queue for westbound <br /> traffic can extend on Route 130 beyond South Sandwich Road and on South Sandwich Road itself to <br /> Holly Ridge. The queue for northbound traffic can extend on Great Deck Road Forth almost to the <br /> .uashnet Road intersection. <br /> Recommendation <br /> I recommend that the Board of Selectmen approve advancing to preliminary design the replacement of <br /> the traffic signal at Route 130/Great Neck Read North intersection with a roundabout. <br /> Pros and Corps <br /> Compared to the existing traffic signal as well as an improved signal (addition of a Deft turn lane on <br /> Route 130 at the westbound approach), a roundabout would improve the level of service for all <br /> movements from a C to an A-. The delay for vehicles on Route 130 turning left onto Great Neck Road <br /> North would decrease from 39.5 seconds with a 95th percentile queue of 676 feet to only 10.8 seconds <br /> with a queue of 88 feet(the dedicated left turn would only improve to a delay of 30.6 seconds and a <br /> queue of 395 feet). The delay for vehicles on Great Deck Road turning left onto Route 130 would <br /> decrease from 29.9 seconds with a 95th percentile queue of 318 feet to only 6.6 seconds with a queue of <br /> 40 feet(the change for an improved signal is negligible). <br /> Access for the home and businesses on the north side of the intersection would have to be considered <br /> and may require easements/use of Town property(391 Alain Street). Though currently,deliveries to <br /> bath businesses back onto the respective properties from Route 130. Movement for pedestrians and <br /> bicyclists may also be more challenging without a pedestrian signal. <br />
