5 Board of Selectmen *DRAFT* Minutes September 14, 2020 OLD BUSINESS Discussion., Action and Execution of the October 1.92� �} Annual Town Meeting Warrant• Discussion of Adding-pr Amendinv and Recommendipg Ap_�,)rovail of the Foll owing .............1cles,11:1, (continued Article#18 re:mm,Route 151 Des* Amen-, in �_qf,Wastewater& Sto water Collection Svstem and Related Facilities-,, For clarification it was disclosed the Sewer Commission and GRD, Inc., consulting engineers have been involved in the discussion and scope of the design of the public wastewater and storm water collection system with related facilities for the Route 151 corridor and are supportive of this project. This project is envisioned in Phase 11 of the Route 1.51. Corridor Project and in Phase 11 of the Watershed Nitrogen Management Plan. There 'is a cost savings to begin this project concurrent with the Route 151 Corridor Improvement Project to save taxpayer funds during road construction/paving and to avoid delays as the road(Route 151 when reconstructed cannot be altered for a minimum of 5-years after it has been completed. In Phase 11 the wastewater project is expanded to add treatment capacity to the western side of Mashpce to include the Quashnet watershed. The collection system/piping is a necessary piece of infrastructure to make Phase 11 possible and would be used to move wastewater in-subsequent phases if necessary. Although it has not been fully determined the collection system would move wastewater to Joint Base Cape Cod (J1 CC) or to the Town-owned Back Road site for treatment. After considering possible funding scenario's Town Manager Rodney C. Collins identified the following appropriations for the $490,200 expenditure as outlined in amended Article 18 of the warrant. $200,000 from Hotel/Motel receipts reserved for wastewater purposes, $250,000 from previously appropriated (A-10 of 10/21/19 Town Meeting) for feasibility planning related to a regional wastewater collection&treatment facility at JBCC, $40,200 from the Capital. Stabilization Account. Motion made by Selectman Gottlieb to include the revision of Article 18 as identified for placement on the October Town Meeting Warrant and support its passage, Motion seconded by Selectman O'Hara.
