""DRAFT BOARD OF SELECTMEN MINUTES JUNE 29, 2020* 5
Board of Selectmen
Minute's
June 29, 2020
APPOINTMENTS & HEARINGS
Discussion of Seaside Lemans Ev L
ent: avepj,,)ort C omlLanie Kelse Ellis
..........
Kelsey Ellis was present to review proposed measures for the annual Seaside Lemans event that
would represent a safe and responsible program. Correspondence regarding the 20t" annual race was
forwarded to the Selectmen for review. The community fundraiser is a 4-mile endurance kart race
driven by local sponsors on a quarter mile outdoor track around Mashpee Commons.
The Davenvort Companies is interested in holding this event, a long standing tradition which has
raised over$7 million for 50+ local non-profit organizations since its inception in 2001. Proposed
social distancing measures include the addition of mobile hand sanitizing stations, the increase of
portable restroom' facilities with additional cleaning measures, increasing space between team tents,
and encouraging one-way traffic around the infield with signage and arrows, Masks would be offered
to all attendees with volunteers encouraging movement with no seating spectating.
The Board of Selectmen was receptive to the outline of cleanliness measures and social distancing.
The Town of Mashpee also seeks ways to support community events in the Town of Mashpee.so
It was recommended the Board of Health review the plan, and that the patrons entering and exiting
the infield be counted to ensure adherence to social distancing. It was suggested that basic
calculations for 6' spacing be {considered when determining the space needs for the program.
The race is scheduled to t'ake place on September 12, 2020 in Mashpee Commons. The proponents of
the event were requested to make note of the timeline regarding the formal licensing process.
Dgpartment of Public Works Director Catherine Laurent:
Q,lillseussion and A p p ro val of Route 151 IM1.1rovement Pro ect: EncroachmentsIPrivqte Siens,
Catherine Laurent, Director of Public Works reviewed the Route 151 Corridor Improvement Project
included in the Cape Cod Transportation Improvement Flan for FY21, 22 and 23. The project
includes the extension of the multi-use path, construction of a sidewalk, the reconfiguration of
intersections/upgrades of traffic signals, improvement of drainage and the repaving of the road.
Construction is funded through state and federal monies. In the design process, the 100' right of way
was surveyed. A number of encroachments from private properties lie within the Town's right-of-
way, and there is no record of licenses being granted by the Town for signage, lighting, irrigation and
landscape features currently within the right-of-way.
It is recommended the Board vote to issue a license for the encroachments which are impacted by the
Route 151 Corridor Improvement Project. It was also recommended the license agreement require
the property owner to remove and relocate the encroachments by April 1, 202 1., to a new location as
reviewed and agreed to by the Town of Mashpee.
