b <br /> , F <br /> TO: Board of Selectmen <br /> FROM: Andrew Gottlieb, Chairman <br /> DATE: June 25, 2020 <br /> RE: Meetings <br /> At the start of the pandemic the Board voted to suspend non-regulatory board and commission <br /> meetings and to require meetings held to be done so remotely, It is time to discuss changing that <br /> approach somewhat and to enable the Manager to establish operating protocols that balance <br /> the need to conduct public business with protecting the public, I suggest the Board adopt the <br /> following to replace our earlier action: <br /> It is the policy of the Board of Selectmen to return to in person meetings to the extent that they <br /> can be conducted in a manner that provides protection to the health and well-being of all <br /> participants and ensures ongoing and open access to the general public. To that end the Board <br /> authorizes the resumption of in person meetings at the discretion of the respective Board chairs <br /> and subject to the following conditions: <br /> 1. Compliance with any directives for social distancing in meetings established and amended <br /> from time to time by the Town Manager; <br /> 2, That any and all meetings provide a means for remote participation (via open call in line <br /> or video conferencing) by the general public that provides remote participants the same <br /> access and opportunity to participate as those in attendance at the meeting, <br /> 3. Individual Board members not able or willing to participate in in-person meetings shall be <br /> afforded the ability to participate remotely (via open call in line or video conferencing) <br /> and shall be considered as part of a quorum and allowed to vote to the extent allowed by <br /> the Governor's Executive Orders pertaining to the Open Meeting Law during the ongoing <br /> State of Emergency. <br />
